Many want to know why we cant just take some of that money and use it for other purposes. The answer is that when the city applied for the grant, there were many criteria listed on the application that limited the funding for this project. Money was to be used specifically for those things listed nothing else.

No money could be transferred from one account to another. In state government there are separate pools of money appropriated for specific purposes by the General Assembly. Some money is for rural development, some for Renaissance, some for Main Street projects, some for water and sewer, etc. Those funds can only be used for the purpose applied for. Is that clear enough? This new project is a result of many surveys that show that our youth want and need this new complex.

While there are some facilities available for similar uses, like the multi-purpose room at the DSCS or the Community Center, these are either too small or are already booked to capacity. Our citizens desperately need and want this facility, to enhance our existing resources, which are our downtown renovations. Riverside Park, Tradewater Canoe Trail, Pennyrile Hiking Trail and our famous Tradewater Pirate baseball team. This project will certainly improve the communitys ability to attract manufacturers, solidify our tourism assets and improve the current over-utilization of Dawson Springs limited facilities. Many outstanding opportunities have been lost because we could not accommodate various groups having a desire to hold private, corporate, educational and management activities because of the laclc of capacity.

Even more, he would have liked to see you believe in the power that good-intentioned people have to improve everybodys lives. Its the blessing he left for me and for so many others.

Pass it on. send me scurrying back to my research department and staff to interrogate them on their activities and ask their insights so we could properly address his concerns. All of wllich is to say, sometimes somebody who makes you feel a little uncomfortable is often doing you a whole lot of good. I may never run for public office, but Gov. Breathitt is right: Each of us should give considerable thought to serving our communities either as public officials, volunteers or engaged citizens who study the issues and promote civil debate.

In reading Gov. Breathitts obituary, most surprising to me was his work as governor for civil rights and the environment. Because I was late in returning, to live in my home state, I had no idea just how large his contributions were. He spent his life striving to leave the world better than he found it. These are another way for the well-off to sock away even more money tax-free so theyll be able to afford what the riff-raff cant after the safety net is gone. The bills first tangible impact will be temporary drug discount cards, which will arrive just ahead of next years political season. But the more consequential impact will be less visible: the pumping of larger subsidies into private Medicare managed care plans so they will resume enticing seniors out of traditional Medicare. This represents the serious beginning of what liberals fear will be Medicares end: the subsidized exodus of the healthy and wealthy, the stranding of the sick and the poor, and the return of the very inequities and insecurities Medicare banished.

Maybe thats not inevitable. But preventing it will require great care and prudence the very virtues this bill so glaringly lacks. The Courier-Journal 9.
