Contra leaders on Friday rejected a government proposal that would have allowed rebels to receive humanitarian aid channeled through the International Red Cross. The Contras view the Red Cross as sympathetic to the leftist government. The Sandinistas offered on Thursday to allow such aid to begin immediately.

It was viewed as a surprise move because the interim cease-fire agreement specifies the rebels would be permitted to receive non-lethal aid only after they moved into the cease-fire zones. MANAGUA, Nicaragua (AP) A split among rebel negotiators over whether to give up their weapons has hampered peace talks with the Sandinista government, a government official charged Friday. Deputy Foreign Minister Victor Hugo Tinoco said the rebels, known as Contras, have suffered 'deep internal divisions and some segments have rejected disarming and returning to civilian life. Tinoco spoke with reporters after the second day of talks here to work out details of a cease-fire pact signed by the warring factions on March 23. The sides have agreed on little since the historic signing to end the bloodshed.

The U.S.-backed rebels Friday rejected a government offer to extend by 30 days a 60-day cease-fire that began April 1. They said the extension showed "a lack of good will to fulfill the agreements." Sandinista officials said the rebels' refusal to agree to an extension showed the Contras were more interested in a truce than a permanent peace. The interim cease-fire accord calls for the Contras to move into seven cease-fire zones while talks continue on a long-term accord. Contra leaders insist the sides agree upon just how much free- i dom the rebels will have within those zones. One of the key issues is wheth-er the rebels can keep their weapons.
