crumbling system Paneca said "The men don't have the same dedication as they did before" he said "They are try ing to do it as best they can They are trying to be at peace with both God and the devil" Watched carefully But the military's displeasure is muted too low-key to evolve into full-fledged opposition or into a military coup Military officers are watched more care- fully than civilians They are more afraid to speak out more afraid to stir up trouble the men said "The control apparatus is too strong" Paneca said "The military's counterintelligence is too powerful A military man goes to a hotel he writes his name down on the guest list right away there is someone there watching him reporting all that They want to know 'Why did you go? Who did you The system knows how every official thinks" Pastrana agreed "Revolution within the army is remote" Pastrana said "The system is too ingrained in us It's too difficult You talk to more than four people and already you are in danger" Those military officers that could make it happen the people at the top closest to Castro have no reason to feel frustrated They are too cozy too comfortable to want change Pastrana said "They have homes cars" he said "They have been bought" The rest of the military is practically immobilized because of the lack of gas food and uniforms he said Special forces To quell the increasingly obvious public opposition on the island Pastrana said that the Cuban government is now training militias and special forces Between Jan 6 and 15 59 men in Matanzas were trained to act as chiefs of a militia group They were given defense and tactical training In turn they were to teach others Their mission: to suppress mutiny either on the streets or in prisons But Pastrana and Paneca said they had long ago decided never to participate in a Cuban Tiananmen Square They would not shoot Cubans Many others share the same conviction Pastrana said "People are protesting on the streets" Pastrana said "Now if a woman protests because she has no milk for her baby the military man sees that and can't act because her actions make too much sense" Although the two old friends were careful not to talk of their unhappiness one day they confided in each other They pored out a litany of complaints: not enough food not enough medicine too much for the foreigners
