Phil Shanholtzer, spokesman for the WIC program, said pregnant women, nursing mothers and their infants are prescribed certain foods to meet particular individual nutritional deficiencies so that health problems stemming from a poor diet at the start of life can be avoided. The program sets a particular sugar level per ounce of food. "The problem with raisin bran is that when you add the sugar in the bran flakes and the sugar in the raisins, it pushes it up really high," he said.

General Mills isn't interested in debating the issue. "The federal regulations for the WIC program speak for themselves," said company spokeswoman Kathryn Newton. Kellogg's, however, has found champions on Capitol Hill. "What kind of prunes do we have setting these guidelines?" asked Rep. Paul Henry, R-Mich.

The rules that keep raisin bran By DIANE DUSTON Associated Press Writer WASHINGTON (AP) -Kellogg's is raising cane over government regulations that are keeping raisin bran off the breakfast tables of poor women and children. The federal Special Supplemental Food Program for Women, Infants and Children doesn't allow program participants to use vouchers to buy raisin bran, saying the cereal is too sugary. About $200 million worth of cereal is bought each year with WIC vouchers. Kellogg's is annoyed because Cheerios, made by arch-rival General Mills, is among the approved cereals. "It's so loony," said Kellogg's spokesman George Franklin.

The Bellowses said they had been asked if any member of their household worked for McDonald's or any other company connected with the contest, called "McMillions on NBC," and they said there was none. Mrs. Bellows said that since her daughter didn't live at home, they didn't think she counted as a household member. When contest officials invalidated the claim, the Bellows sued, alleging there was a verbal and implied contract between them and the companies, who already had given them a symbolic $10 million check and had them record a commercial. Tiny balloons no big help BOSTON (AP) The widespread use of tiny balloons to open clogged arteries in the legs has failed to either reduce the need for surgery or save limbs from amputation, a new study shows.

The study found that the use of the balloon procedure, known as angioplasty, has grown dramatically over the past decade for treatment of pain caused by narrowed arteries in the leg. The technique is similar to one used to relieve clogged arteries in the heart. The purpose of the procedure is to restore blood flow to the legs. If severe enough, poor circulation can result in amputation. Angioplasty can also replace bypass operations that use pieces of vein or synthetic tubing to route blood around clogged areas.

Fires burn Battle Ridge CROW AGENCY, Mont. (AP) Seven range and forest fires had burned about 7,000 acres as of Wednesday on the Crow Indian Reservation in southeastern Montana, including part of the Custer Battlefield National Monument. A fire burned 125 acres Tuesday evening along Battle Ridge, where Lt. Col. George Custer and his soldiers died on June 25, 1876, in the Battle of the Little Bighorn.

It approached to within 300 yards of the visitors' center and closed the monument for several hours. Smoke was visible from the visitors' center Wednesday, but acting superintendent Doug McChristian said the monument was open to tourists. "There's nothing (burning) right here on the battlefield," he said. Fire information officer Craig Flentie said fire crews were concerned about temperatures nearing 100 degrees Wednesday and possible gusty wind. AIDS ban dropped ARVADA, Colo.

(AP) A policy preventing volunteers in a fire protection district from answering first-aid calls from people with AIDS and other infectious diseases has been dropped, officials say. The decision by chief Bob White of the Arvada Fire Protection District was announced Tuesday at a board meeting. White said the policy was intended to protect the district's volunteers. Officials hadn't expected a flood of protests and threats of lawsuits, he said. "We weren't looking for any kind of a court case," White said.

"We were not looking to discriminate against anybody. We were looking out for the safety of our firefighters." Protests had been raised by such groups as the Governor's AIDS Council and the American Civil Liberties Union, which questioned whether the policy would violate the Americans with Disabilities Act. Judge jails, fines protest leaders WICHITA, Kan.

(AP) A federal judge jailed three abortion protest leaders Wednesday and fined each $10,000 after repeated violations of his order to quit blocking access to women's clinics. U.S. District Judge Patrick F. Kelly also levied a $10,000 fine against the national anti-abortion group, Operation Rescue. The three leaders and the group also will be fined $500 a day for the next 10 days, or until they swear under oath to obey the judge's order.

All three had been before Kelly previously for contempt of court hearings and were released after promising to obey Kelly's order. "They have no respect for civil authority whether it is this court or the president of the United States," Kelly said. President Bush said last weekend that anti-abortion protesters should obey the law. Keith Tucci of Charleston, S.C., Pat Mahoney of Boca and Joe Slovenec of Cleveland, didn't speak to the judge.
