The committee said it commissioned its own poll because it is "puzzled and even disbelieving" of polls showing strong support for a new agreement limiting nuclear weapons. The committee criticized polls conducted by The Associated Press and NBC News and by The New York Times and CBS, saying their questions on SALT are "highly generalized, hypothetical and simplistic" and are "apt to be completely misleading." "If you ask the wrong ques- tions, you get the wrong answers," a statement by the committee said. The AP-NBC News poll taken Feb. 5-6 found 81 percent of the public backing a new agreement, 14 percent opposed and 5 percent not sure.

The AP-NBC News question was: "Do you favor or oppose an agreement between the United States and Russia which would limit nuclear weapons?" The New York Times-CBS polls have used two different questions on SALT. The most recent Times-CBS query, in January, was worded this way: "Do you think the United States should or should not negotiate a treaty with the Russians to limit strategic nuclear weapons?" That brought a response of 63 percent in favor of a new treaty, 26 percent opposed and 11 percent with no opinion. In June of last year, the Times-CBS poll asked: "Do you favor or oppose the United States and Russia coming to an agreement to limit nuclear weapons?" That found 78 percent of the public backing an agreement, 14 percent opposed and 8 percent not sure. Here is the wording of the anti-SALT group's question: "The United States is now negotiating a strategic arms agreement with the Soviet Union in what is known as 'SALT Which ONE of the following statements is closest to your opinion on these negotiations: "I strongly support SALT II. "SALT II is somewhat disap pointing, but on balance, I would have to support it.

"I would like to see more protection for the United States before I would be ready to support SALT II. "I strongly oppose the SALT II arms agreement with the Russians. "I don't know enough about the SALT II treaty to have an opinion yet." SALT! In particular, the Committee on the Present Danger said its survey found that the public is concerned about how well the United States would be protected under a new arms agreement. "The American people are skeptical about SALT II, don't know much about it and, clearly, are not prepared to support the treaty without additional safeguards," said a statement released by the group.

The committee's poll did not include any questions directly asking for a "yes" or "no" on a new agreement. Instead, the poll, conducted by a private New York firm, offered a series of possible positions ranging from strong support for to strong opposition to a new arms pact called SALT II now being negotiated between this country and the U.S.S.R. About 30 percent of the 1,211 persons interviewed said they don't know enough about SALT II to have an opinion. Some 8 percent said they "strongly suppport SALT II" and 12 percent said that "on balance" they would have to support it. At the other end of the spectrum, 9 percent said they "strongly oppose" SALT II.

OIL BATTERY WINDOW FILTERS CLASSICS Dangers Of New Weapons WASHINGTON (AP)-Both the United States and Soviet Union are building and deploying new weapons that could disturb the nuclear balance of terror in the 1980s and 1990s, an administration study says. The study, prepared by the U.S. Arms Control and Disarmament Agency, was submitted to Congress and released today. It pointed specifically to two proposed new missiles underdevelopment by the Pentagon, the MX and the Trident II. Both missiles would carry more warheads, with more blast power and greater accuracy than the Minuteman and Poseidon missiles they would replace.

As a result, they could threaten the Soviet Union with a disabling first strike that would catch Soviet missiles still in their underground silos, wiping them out before they could be fired. The Soviets are developing similar capabilities in their new generation of missiles with multiple warheads, the report said. The danger is that in a crisis, one side or the other might be so fearful of a first strike by the other that it would launch its own missiles first, hoping to stave off retaliation. The Carter administration is considering several answers to this problem, including digging thousands of dummy holes that might or might not contain missiles, thus diminishing the chances that the Soviets would calculate that they could successfully strike first. The report, heavily censored in many areas, also said the American research into advanced weapons technology involving lasers and beams of energy could lead to instability in the future.

It said the new technology might be useful as a shield for destroying incoming missiles, but the report shed no light on how close either side is to achieving that capability. Arms control experts theorize that an effective shield would increase the dangers of war, since one side or the other might be convinced that it could strike first with impunity. The report covered weapons and development programs which the Pentagon has asked Congress to finance in the 1980 fiscal year, which begins Oct. 1.
