$300000 on a store and office building to be erected at 319-333 North Tryon street were announced yesterday by Cutter president and George Cutter vice president The building will be erected on property adjoining the St Episcopal church and extending from there for 100 feet on North Tryon street toward Sixth street Plans have been drawn by A Odell Jr and Associates Charlotte architects and work is to begin early in March The present buildings will be torn down to make way for a new and modern structure which will contain four stores each with 21 feet of frontage on the ground floor and office space on the second floor The basement will contain the boiler room and storage space for the occupants of the ground floor stores THIRD FLOOR PLANNED While the plans call for two stories and a basement the Cutters are considering the possibility of adding a third floor and will reach a definite decision on this matter at an early date However if the third floor is not built in the beginning sales promotion expenses show that "newspaper advertising continues to be regarded as the most valuable publicity medium and absorbed moie than half the sales promotion budget of department and specialty stores in 1946" "Publicity expenses increased considerably in 1946 versus 1945" said Howard Abrahams manager of the NRDGA sales promotion division "There appears to be no slowdown in this tiend A spot check of NRDGA stores reveals that publicity directors expect their 1947 costs of sales to be even greater than in 1946" Stating that the situation reflects the increased costs of doing under which wartime emergency rent controls were extended to next February 29 was declared unconstitutional today by Federal Judge Paul Jones who described the law as a "kiss of hanging on with an embrace" The judge held that peace had returned on December 31 1946 when President Truman declared a cessation of hostilities and that Congress lacked the power to enforce local rent controls when no wartime emergency exists In Washington however Senator Taft Republican of Ohio said ne doubled that Judge ruling will affect immediately consideration of continuing rent controls Expressing general agreement with the idea that the Federal government has no power to control lents in peacetime Taft said he felt that with a technical state of war existing Congress still has such rights "I imagine the case will be appealed immediately" Taft told a r) orter United States Attorney Don filler said he had not yet determined whether the decision would be appealed as he had not had an opportunity to States BY FRANCIS CARPENTER LAKE SUCCESS Nov 20 (IP) Britain refused today to share responsibility for the Palestine mandate with a United Nations commission and thus rejected one of the main props under an elaborate plan for creating independent Arab and Jewish countries The British also served notice on the Assembly for the third time that British troops will not be used for enforcing any partition plan and that they are determined to leave Palestine completely and speedily as possible The British statement made by Sir Alexander Cadogan to the 57-nation Palestine commission of the Assembly caused the Polish Rus-aian and United States delegates to press for adjournment so they could obtain fresh orders from their governments The committee was called to meet again tomorrow at 10:30 a (EST) Cadogan spoke mainly about a nine-nation supported by the United States and Russia which envisioned creation of a commission to rule Palestine during a transitional period in which inde-
