In size it resembled an ordinary office ledger, and was covered with green parchment. This book was lent by my Father to the late air William Homan, in the year 1826, and was produced in Court at Waterford during the hearing of record having reference to the Mountain of bleiv- grine, and several times referred to by the leading Counsel in the case. It was intended for publication, but my Grandfather died before its completion.

The book was then forgotten for some years, and my Father applied to Sir William Homan. He could give no further account than that he handed it to Lord 8 (then Mr. Villiebs-oTuabt) Solicitor, Mr. Geobob Gbeenb. Subsequently Mr.

Greens was applied to with the same result. Having made various enquiries during several years for the recovery of this book, without success, 1 nave, as a last resource, tried this advertisement. THE EUSSO-TUEKISH WAR. THE GREATEST OF RUSSIAN VICTORIES- PASSAGE OF THE SHIPKA PASS, AND CAPTURE OF THE ENTIRE TURKISH ARMY 20.0UO PRISONERS AND SIX BATTERIES TAKEN MARCH OF A RUSSIAN ARMY OF 150,000 MEN ON ADRIANOPLE AND CONSTANTINOPLE DISGRACE OF SULIEMAN PASHA THE PEACE NEGOCIATIONS, Ac. Whilst the Rulers of Turkey, at last awakened to the sense of their miserable, untenable posi tion, are now wining, at the suggestion of Eng land, to ask Russia to conclude an armistice between the military commanders, whilst negotiations are entered into for the basis of a treaty of peace, General Gourko continues, against tremendous adversities, owing to the state of the weather, to force his way over the Balkan Mountains, as did Napoleon the Great over the Alps, until at last the plucky Russian General has seen his perseverance crowned by the greatest victory of modern times namely, the passage of the Sbipka Pass, and the seizure of the entire Turkish army which guarded its mouth an army consisting of a regiment of cavalry, 41 battalions ot intantry, and 10 batteries of artillery, with at least 20,000 prisoners. This route is now entirely in the hands of Radetzky, whilst the two fighting Generals (Ghourko and Skobe-loff) hold respectively the road through the theTragan Pass and the Sophia roads, and with an army of 150,000 at their command, it is probable that after a short rest to reorganise, we will next hear of their march on Adrianople, now wimiii a wees; oi tneir grasp, and after that, the term of peace may be setttled with the victorious Russian in Constantinople. The Grand Duke Nicholas has telegraphed the following despatch to the Emperor of Russia from Lootcba, of yesterday's date "I am happy to congratulate your Majesty npon a brilliant victory gained this day, just one month after the capture of Plevna.

General Radetzky, after desperate4fighting, has made prisoners of the whole Turkish army defending the Schipka Pass, consisting of forty-one battalions, ten batteries, and a regiment ot cavalry. Prince Mirsky has occupied Kesanlik, and General Skobeloff holds Schipka. The town is flagged in honour of General Radetzky 's great victory in the Shipka Pass." irlci ftAUlS MSGOCIATIONS. The English Govemmrnt having verv nronerlv declined to ask the Russian Government to grant an armistice, but we csmmanded the Porte to do so himself, the ar Minister has ordered the Turkish commanders in tbe field to conclude an armistice with the Russian commanders. Sulieman Pasha has been relieved of the command of the army in Eastern Bulgaria, and the Porte has already accepted the preliminary bases for peace.

The Porte, as a matter of fact, was not unaware that the acceptance of these bases must precede the conclusion of an armistice." THE TRAMWAY SCHEME. The sitting of Town Council on Tuesday was principally devoted to the consideration of the tramway scheme, for which the Waterford and Lismore Railway Company propose to seek powers in the coming Session of Parliament. The project is, to run a tramway line from the railway terminus at Bilberry along the voay to the Adelphi Wharf, connecting them with the Great Western Steamships, but at the same time to deliver goods at all requisite places between the two points. At the narrow end of the Quay, which is the most crowded with cattle and eoods, it is proposed to erect jetties from tbt Quay, so as to give increased rather than diminished accommodation.

For the purpose of carrying out this project, however, it is neces sary, according to parliamentary requirements, to) obtain the sanction of the Corporation, and after a lenerthened debate, not entirely free from personalities, assent was refused by a vote of 22 tola. A feeling of distrust was created in the niinda of many by the breach of faith which had heretofore been committed, in the expulsion from tbe original Bill of the clause which authorised the City Grand Jury to elect four of their body oi the directory, to watch over the interests of city ratepayers. It will scarcely astonish anyone who knows the individual, to learn that 3lr. Joseph who had wasted much writing and talking in favor of the project, thereby helping to destroy its chances, was fbund at the last moment a hot opponent. The 1 why" and the wherefore" of this sudden (ionversion may perplex some very few people, lut it oughn't.

The principle of tramways waa Acknowledged, by the Council resolving to carry ut the scheme themselves but when we remember the number of projects at present in hands, and the obstruction which is beintr inter posed to their completion, united with the fact that Mr. Joseph Fisheb is a member of the committee to whom the work has been entrusted, we may be certain that its realization by the Corporation is hopeless. Yesterday was another day wasted in the Council listening to that oft-told tale of those who persist in tneir hostility to cleanliness and health by attempting to keep out a clean. whole- Some, and abundant supply of water. The water is now ready to be turned into the city, but the present pipes through tbe town are inadequate for the distribution and the oppositionist seem so determined to thwart the movements of the vast majority, that they are using every effort ven by memorials with forged signatures to prevent tne necessary loan to be obtained to relay the city pipes, without driving the Corporation into Parliament with a Bill, which will cost the citizens at least 1,000, besides delaying the supply of water for several months.

Wehave the uUest confidence, how. ever, that all their malicious efforts will be thwarted that their unjust and vindictive action will be seen through and the Local Government Board, in the interest of the public, and for the advancement of that sanitary state of the city which it is their duty as well as their desire to promote, will, without further delay, grant the necessary order to the Corporation to obtain the requisite loan from the Board of Works to complete this grand and moat successful undertaking. The price of pipes was never lower than at the present moment, and if the money were at once obtained, the work would be finished under more favourable circumstance) than may ever again occur. J. Wilson Downey, the respected and able manager of the Waterford Steamship Company, has been elected one of the iwpreaenta-tjyes of the Chamber of Commerce at the Harbour Board, in room of Captain P. P. Brenaa, J.P., resigned. In Mr.

Downey the board receives a member of the highest commercial capacity, one who will be a decided acquisition to the conduct of the publie ban. ness. Whilst congratulating the Harbour Board on the acquisition of Mr. Downey to their body, we nays to express our sincere regret that the vacancy has been caused by the retirement of aa old and faithful pnblio servant, Captain Brenan, J.P., ca-ised by delicate health and advanced years. During his lengthened oonneotioB with the Harbour Board, Captain Brenaa was distinguished as one of its most valued members, thoroughly merited by reason of his very great nautioaJ expenenoa, and his opinion on all such questions waa ever looked to with interest and received with respect.

He has now retired, bearing with him th warm regards of his late brother members.
