April 4, 1974 THE SUN-TELEGRAM A-23 SAN FRANCISCO (UPI) -San Francisco State College professor Emeritus Walter Hacker, 71, was shot once in the throat yesterday afternoon on the college campus. Hacker was rushed to Mission Emergency Hospital but his condition was not believed to be serious. Arrested on campus was Michael J. Boyd, 25, of San Francisco. The shooting took place on the second floor of the Hu manities, Language and Literature Building about 2:15 p.m.

Although Hacker is white and his assailant was black, police said they did not believe the incident was connected with the so-called Zebra killings involving white persons slain by blacks for no apparent reason. Paul F. Romberg, college president, called the shooting" "senseless and a tragic situation." "Indications are from our investigative reports that it is connected to the earlier slayings," a police spokesman said. He said all 12 slayings appeared to be random, unprovoked and without a robbery demand.

A weapon was used in each case. All the victims were white and the assailants in each case was black. However, ballistics tests showed a different weapon was used in the latest slaying than in earlier killings, including the killings of four persons and the wounding of a fifth in January. Meanwhile, more than 50 police searched yesterday for the man who killed Thomas D. Rainwater, 19, of Santa Barbara and seriously wounded fellow cadet Linda Story, 21, of Hayward, Monday night with gunshot wounds to their backs.

Monday night's shooting, however, was the first in which two companions were fired upon. Reagan cuts chunk from veterans bill SACRAMENTO (UPI) -Gov. Burton, D-San Francisco, will reimburse private employers .50 per cent for up to a year a half for vets in employment training Reagan, in his veto message, said the $1 million left in the bill "should be adequate to demonstrate the effectiveness" of the employment training program.

He said more money could be made available in the budgets of future governors "if there is a showing that his program promotes meaningful job training opportunities." A similar bill was vetoed entirely last year by Reagan. School boards exempt jrom financial reports Deputy Atty. Gen. Clayton P.
