shelters Is set to plow into similar situations on the farm The committee plans to resume action with votes next week on farming tax-shelter investment operations On Thursday the panel voted essentially to eliminate real estate tax-sheltering devices beginning next year Congressional tax experts say the shelters used by agricultural outsiders such as business executives looking for a way to make tax-free money legally are found in cattle feed the cost of hens for shell eggs or in stud fees for horses Other farm shelters are in cattle mink and hog breeding operations or in some orchards and Christmas tree areas the i experts say For instance' drawing on cases from Internal Revenue Service files the experts said 10 cattle feeding and breeding tax shelters generated a net loss the chief goal of the nonfarm investors involved of 196 million net loss passed through to all investors as a per cent of initial equity capital contribution ranged from a low of 964 per cent to a high of 2383 per the experts told the committee In the committee's first major move of the year in the tax shelter field the panel voted 24 to 10 Thursday to get rid of most real estate shelters It tentatively accepted a modified version of a basic proposal for a "limitation on artificial losses" Congressional tax experts figure this plan could boost the federal revenue in the areas currently concerned in real estate tax shelters by roughly 81 billion annually in the early 1980s with an initial pickup of about 8250 million beginning Police Report Two children hit by cars Two young children has run up political travel expenses of more than 8309000 so far this year with the Republican National Committee paying the bills and seeking legal clearance to continue the arrangement The arrangement has drawn protests from Democrats who say it fair because President Ford is permitted to promote his candidacy without charging the cost to his own campaign Presidential candidates are limited to spending 810 million each in their campaigns for the 1976 nomination and Democratic critics say the price of the President's travels on political missions now should count against that limit Republican National Chairwoman Mary Louise Smith said Thursday that approximately 8309000 has been paid out or awaits payment by the GOP committee to cover Ford travel expenditures She said the bills usually come in 60 to 90 days after a trip which would mean summer travels arc not yet included The National Committee budgeted SVflOOO for presidential travels in the party's behalf in 1975 Ford's political travel schedule has been increasing and he is expected to make trips including political stops almost every weekend this fall A new White House formula will have the effect of reducing the share of those travel expenses charged as a political expenditure while increasing the portion covered by the government So far the national committee has been paying the full price for the use of Air Force One the presidential jet on Ford's political trips That costs 82206 an hour When the President flew to Maine and Rhode Island last weekend he took a smaller Jetstar with the price figured at 8889 an hour Under the new system outlined by presidential counsel Philip Buchcn in a letter to the Federal Election Commission on Thursday future flight costs will be apportioned between the government and appropriate political on the basis of how many passengers are considered to be involved in political matters and how many are there as aides to the President in his official capacity Ford his family and some lop assistants will be put in the political category Buchcn said Buchen said Air Force One accomodates about 50 passengers Thus under the new system if 25 of them were rated political and 25 official the government would pay half the flight costs 7.
