undersigned Republicans of Los Angeles county for the elevation of public eentiment and to acquire a more intellectual patriotism have resolved to associate ourselves into a body for the purpose of discussing political questions and strengthening the Republican party of Southern California Second This body shall be known as the Young Men's Re publican Association of Southern California citizens of the United States between the ages of eighteen and forty years shall be eligible to membership in this association officers of the Association shall consist of a President two Vice-Presidents a Secretary and Deputy a Corresponding Secretary and Deputy a Treasurer and three Marshals officers of the Association shall be elected by ballot and shall serve for the period of three months from the time lf their election addition to the officers elected there shall be an Executive Committee and a Committee on Music appointed by the President to serve during the President's term of office The Executive Committee shall be composed of five members and the first in order appointed shall be Chairman of the Committee The Committee on Music shall be composed of three members the first appointed being Chairman regular meetings of this Association shall be held once a week during each political canvass and on the second Friday evening of each month during the balance of the year With the consent of a majority of the members present extraordinary meetings may be held at any time during the canvass Another clause was proposed but laid on the table for the present It was as follows: that there is a fund of $750- 000 derived from the sale of marsh and tide lands "which by the law of 1871 was 'sacredly devoted to the endowment of an Industrial College in connection with the State University" The fund derived from this source falls short of your figures and is not bestowed for any particular purpose If you will consult the Statutes of 1870-71 page 638 you will find that the act does not impose a single condition in regard to an Industrial College or any other college It is a simple endowment without conditions as to the expenditure of the income I apprehend however that you have confused this endowment with that of the Congressional Act which bestows 150000 acres to each of the States and provides for the maintenance of "at least one college where the leading object shall be without excluding other scientific' and classical studies and including military tactics to teach such branches of learning as are related to agriculture and the mechanical arts" This land in California has been sold for five dollars per acre in the ether States at an average of about eighty cents per acre but ranging from fifty cents to $325 per acre In one State Minnesota the rate per acre has exceeded that in California The organic law which I have quoted above makes it the duty of the Regents to establish a college of agriculture first and a college of mechanics next be provisions of the Act have been faithfully carried out and of the eight colleges which constitute the Universitythree represent the three leading industries of the mechanics and mining The building erected for the use of the Agricultural College in addition to the usual lecture and epparatus rooms has five chemical laboratories with their accompanying weighing rooms fusion room etc Three of these laboratories are exclusively for student work and in their various appointments have no superior and scarce an equal in the United States The course embraces a very complete course of qualitative and quantitative analysis the analysis of minerals soils water and organic substances For facilitating the study of botanical science the Berkeley property some two hundred acres in extent was divided into sections for agriculture horticulture a botanical garden and forestry and so far as possible this work has been done by the students under the direction of a ettitabie overseer Forty acres of this tract have been prepared for a nursery and garden on which propagating houses and the necessary workshops have been built This work was begun In June 1871 and has been prosecuted as vigorously as the funds would permit The nursery now contains over 35000 plants among which are twenty species of eucalyptus twenty-five of acacia two hundred species of conifers (pine family) together with many rare varieties of trees whose wood is valuable for manufacturing purposes which are peculiar to Australia Central and South America A standard orchard has been started for the purpose of correcting the nomenclature of the fruits already in cultivation and for furnishing hereafter scions and plants for distribution through the State as well as for the distribution of new Universities Unlike the Illinois Industral University there is no machine and workshop The funds arising from the endowment are not yet sufficient to warrant their construction The Legislature was
