An average postwar year sees 6000 divorces against 25.000 marriages. Rev.

Oslund said the marrying persons weren't concerned with the many couples who prefer a civil ceremony but they objected to the "high pressuring" of large numbers of them into judicial chambers and they intend to wage an active attack upon this practice. "TVe don't intend to preach a few sermons upon this vital matter and then let it drop," said Rev. Oslund, "but we intend to wage an aggressive campaign through our social action committee." The marrying parsons themselves were once looked upon as "marriage racketeers," said Rev. Oslund, until they cleaned house a year ago. At that time, the Ministerial association fixed rigid ethical standards for marriages, including a ban against performing marriages in hotels or commercial wedding chapels and prohibiting "deals" with taxi drivers, hotel bellboys and the like to "steer" couples to the parsonage.

"Already, ministers have resigned from the association rather than line up to the rigid demands of the code of. ethics," Rev. Oslund said. There has- always been quiet 'resentment on the part of the clergy against the marrying activities of the two district judges and the justice of the peace. The two judges have offices directly upstairs from marriage license bureau in the county clerk's office. Even on dull days, the traffic between the two is terrific. Rev. J.

Edward Oslund, pastor of a Lutheran church and president of the Washoe County Ministerial association, asserted that the marrying parsons have no" selfish motive but desire- merely to "clean up civil marriages." "Many couples who come to Reno planning jon a religious ceremony are almost swept into the civil parlors-and often are married almost ore. they realize it," said the indignant parson. "It's a simple historical fact that church weddings have a much higher survival valne than -civil ones," he declared. And he. addd that Reno has thousands of divorce right under its nose each year to prove his point.

The new housing program will be on the "must" list for early consideratibn by the lawmakers who return to work in January, it was reported. Those close to the situation said, however, that final proposals have not yet been drafted although it is expected that the legislation will place main reliance for middle income construction on private industry. This approach would follow ouk lines of bills before the last session of congress proposals shelved last fall in the rush for adjournment. A federal housing administration official forecast that Mr.

recommendations largely would evolve around liberalization of federal guarantees of insuring mortgages to finance construction. The FHA official, who asked he not be identified by name, said the legislation will be aimed at "seeing that the nation's program of private building will continue at its record pace." In this connection, executives of the National Association of Home Builders estimated that such construction this year will total nearly 1,000,000 housing units. The renewed drive for middle class housing was expected to call for extensive federal financial help to construct rental units for families able to pay between $55 and $75 a month for two or three bedroom accommodations. "We feel that this year's construction, and building starts already made for later completion, have brought in sight the end of certain phases of the housing shortage," the FHA executive mes Goal New York, Dec. 19 (JF) The Na Reno.

The most startling setback for western Communism occurred in Norway where in 1945 Communists held two cabinet posts. Until this year the Communists held 11 seats in parliament.

They were stripped of all parliamentary representation in this year's election. Only in Austria has parliamentary representation increased, from four to five seats. But in this year's election the Communists combined with other extreme left wing groups to form the "left block." The most dramatic loss of influence has been in the elimination of Communists from all western cabinets. In the years immediately after V-E Day most of the western countries formed coalition governments around wartime resistance movements. The Communists had been key leaders in the resistance.

In the two years after the war ended France had seven Communist cabinet ministers including a Communist vice premier. Finland had six. Italy four. Austria one. Denmark two.

Norway two. Iceland two. Belgium four. None of them has any Communist ministers now. By R.

H. ShacMord London, Dec. 19 (U.P)-The cold war is far from over but at the moment Communism is on the retreat in western Europe. The western democracies have won a round against the Russians in a two-year struggle west of the Elbe river. This does not mean Communism is a dead force in western Europe.

It is still a potent political factor in France, Italy and Western Germany, and it could rise again in those countries to the position of influence it held in the immediate post-war period. An economic collapse would be its strongest ally. Two years ago Communists held a total of 23 cabinet posts in western European nations. Today they hold none. Two years ago there were 244 Communists holding seats in western European parliaments.

Today there are 217. Reports from United Press correspondents throughout western Europe show that these are the main reasons why Communist influence has declined: 1. The Marshall Plan turned the tide in 1947-43 by demonstrating to the people that the democracies were vitally interested in feeding them and putting them back on their feet economically. Z. A host of national government and aviation officials, joined residents of this tiny, isolated community in special seremonies commemorating the history-making flight.

They paid tribute to Wilbur and Orville Wright around the monument that marks their flight atop lonely, windswept Kill Devil hill on North Carolina's outer banks. The air force and the post office department stepped in to make airmail history. They shot a letter to Dayton, the home of the Wrights, and back. The letter, carried by an air force jet fighter, m3de the 1000 miles in two hours and a half of actual flying time. The latter bore the first cancelled stamp of the new six-cent airmail issue that the post office department is using in honor of the Wrights.

Another letter, sent around the world in a record time of less than five days, was from President Truman to the Kill Devil Hill Memorial association. But the main battle ground of the cold war today is western Europe and it is here that the democracies are winning.
