Mansfield said Friday his measure was not meant to be a cure-all for inflation, but rather a point of discussion "so that this most pervasive national problem can be given the attention at the highest levels that it so rightly deserves." Under the proposal, every worker covered under the Social Security system would be eligible for automatic cost-of- living raises at least once a year.

The raises would be computed on the basis of increases in the government's Consumer Price Index. Mansfield's bill provides no method of regulating prices. Mansfield noted that inflation rate increased at an annual rate of 14.2 per cent during the first three months of 1974. "If the present trend continues, Americans will have to make twice what they are making today in 1980 just to keep even," he said. Legion award to Daily News Edward T.

He concurred with a suggestion by Sen. George McGovern, D-S. that the drop in exit visas may have been a Russian reaction to efforts in Congress to tie improved trade conditions to liberalized emigration policies.

In Geneva, Switzerland, the Intergovernmental Committee on European Migration reported that Jewish Emigration from the Soviet Union to Israel for the first five months of 1974 was one-third behind that of a year earlier 8,473 this year compared with 11,320 in 1973. There was a nearly 50 per cent drop in May alone, it said. Meanwhile, Soviet sources reported that ballet dancers Valery and Galina Panov have been given permission to emigrate after a two-year struggle for exit visas. Panov, who is Jewish, said he and his wife could not confirm the reports, but have been directed to report to the visa office in Leningrad on Monday. Kissinger said he thought the congressional pressure not only was counter-productive but also "really jeopardizes our ability" to carry out further detente with Moscow.

He said a better way would be through indirect pressure, such as President Nixon might bring when he visits Moscow later this month. i i i statement was interrupted by shouts from demonstrators protesting U.S. involvement in Vietnam. GOV. NOEL AT FORT Gov.
