BRIDGING TIIE BOSPHOBUS. Captain Eads Has Another Grand Soheine, Rivaling that of liasseps. From the N. Y. Tribune.

i Captain James B. Eads, the well known engineer of the iron bridge at St. Louis, who has long twon connected with the jetties at the delta of the Mississippi river, has recently prepared plans for bridging the Bospherus, thus connecting Pera With the Asiatic shore. Captains Eads was assisted in his calculations aud surveys by A. 0.

Lambert, a civil engineer. Tha bridge will be G.000 feet long aud 100 feet wido. It will have fifteen spans, and will be almost entirely built of iron. The height of the roadway above the surface of the water will bo 120 feet, 60 feet less than the elevation of the Brooklyn bridge. The centre arch will be a span of 750 feet, one of the longest spans ever contemplated.

The central piers or main portion of the structure will bo 50 feet thick, built of solid granite blocks fastened together with iron braces. The main piers are to be ZiO feet high from foundation to summit. The cost of the entire structure is estimated at be tween 18,000,000 and 525.UO0.000. and six rears is given as the time to complete it. Excellent granite is near at hand, and as the ironwork will probably be prepared in Fiance aad Belgium, there will be no delay.

It is also thought that cheap labor can be employed. Tho increase in the value of property that will necessarily follow the completion of the work, it is believed, will amply repay the cost of the project. The construction of the bridge will doubtless do much towards the completion of the Eunlirutos Valley Railroad, making it the preforVed route to India. 'Washington Square. As soon as the necessity for the concentration of the army was precipitated by the unexpected en counter on the 1st of July with a larne force of the enemy near Gettysburg, General Lonustreet was unzed to hasten his march, and this, per haps, should have sufficed to cause him to push bis divisions on toward GettYSburg, lrom winch point he was distant but four miles, early on the 2d; but I cannot say that he was not i lied, on the night of the 1st, of the attack proposed to be made on the morning of the 2d, and the part his cone was totakc therein. Neithcrdo I think it just to charge that he was alone responsible for the delay iu attacking that ensued njler his ar rival on tlio held. Indeed, groat injustice has been done him in the charge that he had orders from the coinmandihg general to attack the enemy at sunrise on the 5M of July, and that he disobeyed these orders. This would imply that he was in ixisition to at tack, whereas General Lee but anticipated his early arrival on tne 2d, aud based his calculations npon it.
