Although President Eisenhower's forthcoming tour is designed to promote "good will and understanding" of the United States, it is also intended to strengthen the military structure of the anti-Communist alliance that extends from Britain to Southeast Asia and Australia. In fact if not in name, the American president is the commander-in-chief of that organization. Moreover, it is he who determines how much money, and, to a certain degree, what kind of arms shall be supplied to our allies for defense against possible attack by the Reds.

It is significant that this will be the first time in his political or military career that President Eisenhower will have visited the headquarters of the three Western military coalitions NATO at Paris, METO at Ankara and SEATO at Bangkok. ANSWER: Tha European credited with discovering Hit largest and deepest of the world's oceans was Vasco Nunez da Balboa, ths Spanish navigator. Balboa hod sailed to America in search of a fortune. In 1510 ho landed at the Spanish colony of Darlcn in what is now the Republic of Panama. Balboa took command ot an uprising that overthrew the governor of the new colony and became governor himself. Later, an Indian told him of a vast body of water on the other aldo of the mountains and of gold in Peru.

Balboa set out in search of the gold on Sept, 1, 1513. On Sept. 25, he reached the top of ths mountains and become the first European to tee the ocean. Four days later, he stood on the shore and claimed all tha lands that were touched by the ocean for the king of Spain. Do fore Balboa could reach Peru and the gold ho sought, he Mm self was overthrown and executed.

Whether Chairman Oren Harris (D-Ark.) and his legislative oversight subcommittee can draft a law which will prevent this when they resume hearings in December, remains to be seen. But the experience of the newspaper and moving picture industries indicates that the newer art forms and media of communication must first mature enough to drive the undesirable elements out of their own studios.

So far. the National Association of Broadcasters and the TV Information Bureau have not been able to even make a start at this has followed a different pattern not as militant, but he has his A large part of the bad name the Help For Children Death and illness the average person expects. But no one ever expects their child to be mentally retarded. It is easy to imagine the anguish of a parent when it does strike. But each year some 120,000 American families face the shock of mental retardation in their child and join the 5,000,000 families who often have wondered what can be done for their child.

Well, with the support of the public, much can be done. National Retarded Children's week is being observed from November 15 to Thanksgiving Day, to emphasize what is being done, what can be done and what should be done to overcome the effects of a handicap which has damaged the lives of 5,000,000 children and adults among us. The greatest needs of the mentally retarded are, according to the Santa Cruz County Council for Retarded Children: 1. Public understanding and acceptance. 2.

Special services to meet their special requirements in training, education, recreation and vocational rehabilitation. 3. Research to discover means of controlling and preventing more of the 90 known causes of mental retardation. Already, several causes of MR have been pin-pointed and methods to prevent them now are being practiced. It is reasonable to suppose that expansion of research in this area will prevent an ever-increasing number of cases.

Meanwhile, for the children who already are handicapped, hope lies in education and training. Proper schooling can enable five out of six retardates to become productive members of the community; earning their own living to a whole or partial degree and assuming the responsibilities of citizens. Specialized clinics, training centers and recreational programs must go hand in hand with the educational facilities. Spearheading the progress to provide the mentally retarded with the help they deserve is the Santa Cruz County council, a member unit of the national association. It deserves the support and generous contributions of us all.

It has about 20 undermanned and poorly equipped divisions, as against 70 Communist divisions in satellite and Russian territory only a few hundred miles distant. The possible enemy has far more motorized and mechanized facilities.

Our 20 divisions suffer from other handicaps. They are separated and badly located from a strategic standpoint. It would be impossible to assemble them in a hurry to challenge a concentrated Communist breakthrough in a specific and small sector. They are multilingual and they have different kinds of weapons. They have less than half of the air power which Moscow could pour on them 2000 against 5000 planes.

SERIOUS WEAKNESS A serious weakness is the transfer of 500,000 French troops from the NATO sector to North Africa. By lending his influence to Charles de Gaulle's program for pacifying Algeria, Eisenhower may be able to help in returning this large force to Metropolitan France. Eisenhower may also agree, if tacitly, to de Gaulle's insistence that France become a nuclear power. If so, the French president may rescind his ban on the storage of American atomic weapons on French bases. This would be a tremendous advantage to the West, for they must now be kept in Britain or in exposed positions in West Germany.
