Among his other assignments, Wyland is called upon to hire as many as 2.000 workers a year, most of them temporary employes. Overall, the turnover of county employes averages 600 a year, that is workers leaving county service. Of the 600 quitting their jobs.

But not so in county government. In the various departments vacations continue throughout the year with an estimated 10 per cent, or 400, of the 4,000 workers on leave throughout every month, Wyland said. In some departments, notably that of the sheriff and the county hospital, officers and nurses must be replaced while on vacation, increasing the total number of workers. In his own department, Wyland maintains that additional workers must be carried to compensate for the loss of personnel on vacations. In many instances, Wyland is frank to admit, county employes disagree with his findings, contending that work can be held back or picked up again during and after vacations.

The policy of replacing workers, if this is followed, is determined by the various divisions of the county government charged with handling the volume of work.
