Dec. 15 France asked the U. N. trusteeship council today to warn the Israelis they are risking very grave consequences by moving government offices to Jerusalem. In secret session, the French proposed that the council label the move an obvious contradiction of the 59-nation General assembly decision of the past Friday to put the Holy City under international rule.

Council President Roger Garreau of France told reporters and delegates, however, are like eunuchs in a This summed up the pessimism growing here over the possibility of imposing I'. French Delegate Henri Laurentie asked the council to let representatives of Israel and Jordan give their views on the best way of implementing internationalization.

No decision was taken. After the council adjourned a U. N. press officer read a transcript of the meeting to reporters. Dr.

Fadhil Al-Jamali of Iraq, told the council he was confident the United Nations would not accept movement of Israeli government offices to Jerusalem. The U. the Iraqi delegate continued, has the possibility of applying moral and economic sanctions. HE SAID HE WAS NOT asking for military sanctions because such a step might produce a new war. and the destruction of Jerusalem should be avoided.
