"Every piece of city equipment was utilized by the City Engineer, William T. Katra to keep our streets open and traffic moving.

The closing of the Skyway and the Father Baker Bridges caused a tremendous increase in the volume of traffic on Ridge Road. Employees of Bethlehem Steel Company including those living outside Lacka-. wanna found Ridge Road as the only roadway accessible to their place of employment. The tremendous wins made lt impossible for city plows to operate at the height of the snow storms. I called upon the Erie County Highway Department for help in this emergency but they also had their snow problems and were unable to spare any equipment and manpower.

therefore, found need to hire additional snow plows and other heavy equipment to clean our side streets. "I was pleased with the over-' all performance of our Departments of Public Works. There was some delay in cleaning our side streets. In some cases this was due to cars parked on the streets making lt Impossible to plow. On some streets it became impossible for plows, to operate and special snow equipment was needed to fight the high snow drifts." "Many emergency calls were received by our Police Depart-' for their fine cooperation" during the storm.

Many worked hard toe-; remove their from- streets to enable snow plows to work efficiently. "I wish to also all our city employees including the Police and Fire Departments for their immediate response to the emergencies that arose 'during the storms." i 1 appeal to our residents to clean their sidewalks in of their homes and businesses and to remove the snow covering fire hydrants. I ask this In the interest of public safety and especially for the safety of our school children," the Mayor concluded.
