IOLA REGISTER, TUESDAY, DECEMBER 14, 1976 PAGE 2 Moderate wage demands by unions are forecast WASHINGTON (AP) A heavy year of labor negotiations looms and forecasters say unions are likely to help President -elect Carter's anti-inflation efforts by keeping wage increases moderate. The help is more likely to result from economic circumstances rather than any effort on labor's part to kowtow to the new administration. About five million workers will be affected in major contract talks next year, about the same number as in 1976, which had the heaviest bargaining calendar in three years. A number of key industries will be affected: steel, coal, longshoring, telephone communications, aerospace manufacturing, railroading and construction. A sharp increase in wage settlements next year exceeding this year's average increases of 8 to 9 per cent i in the first contract year could contribute to worsening inflation.

"If the faucet is turned on and inflation heats up, unions will seek protection in the form of higher wages," says W.J. Usery the outgoing secretary of labor. But he notes that most contracts expiring in 1977 already have cost-of-living escalator clauses that help cushion against inflation, and he says this will remove some wage pressures. Usery and other experts within the Ford administration predict 1977 settlements ranging around this year's 8 per cent level.

In 1975, settlements averaged 10 per cent in the first contract year. Because of high unemployment and the threat of new layoffs, job security is expected to be a major contract goal next year. Some unions are expected to follow the example set by the United Auto Workers this year in winning agreement toward a shorter work week at full pay. While most forecasts call for generally smooth sailing next year, there are some storm clouds. Political turbulence within the leadership of the United Mine Workers, mixed with the traditional militancy of the rank-and-file and a set of ambitious bargaining goals make a nationwide coal mine shutdown next December a possibility, according to the experts.

Heavy bargaining in the construction industry begins in April, with talks peaking in June, when 315,000 workers will be under expiring contracts. The industry is still suffering the effects of the recession, with unemployment remaining near 15 per cent, factors that are expected to temper union demands. Be Beneficiary allegedly linked to Huges will LOS ANGELES (AP) An attorney for the estate of Howard Hughes says gas station attendant Melvin Dummar was involved in forging the mysterious Hughes "Mormon will" which names him as one of the billionaire's heirs. Attorney James Dilworth also told Superior Court Judge Neil A. Lake on Monday that the FBI concluded 10 days ago that fingerprints on an envelope containing the document belonged to Dummar.

The FBI, however, would not comment. "It's been our belief for months that Mr. Dummar was, and had to be, involved in the forgery of this will." said Dilworth. Dummar claims he found Hughes wandering in the desert in 1968, gave him a ride and loaned him a quarter.

He was named in the handwritten will to receive one-sixteenth of his estate an estimated $100 million or more. Dummar has said he had no knowledge of the document until it was made public. Dilworth is a Texas attorney representing three of Hughes' maternal cousins in the hearings being conducted before Judge Lake to gather depositions prior to a Jan. 10 Las Vegas probate trial on the will's authenticity. The court was also told that Dummar's fingerprints have shown up on a book and a magazine article about Hughes in the library of the college Dummar attended.

Both publications contained samples of Hughes' handwriting. Dutson said his client had never handled the envelope nor had any connection with the enclosed document. Dummar swore to that effect in a deposition last week in Salt Lake City. "There's no way it could be (his fingerprints), unless somebody is trying through modern technological means to set up a case against my client," Dutson said. "We deny that Dummar has had anything to do with carrying forth the production or bringing of the will." Classified ad copy must be at The Register office no later than 5 p.m., day before first publication.

H. KRESS IOLA, KANSAS Around Dr. and Mrs. Eugene Myers have returned from a cardiovascular conference at sea sponsored by Marion Laboratories and Hahnemann Medical Institute. Classes were conducted aboard ship.

Ports of call were St. Martins, Antiqua, Martinique and St. Thomas. Terry Warren, Iola, was selected Student of the Week by a Salina radio station. Terry is enrolled in the general business program and will be graduating in March.

The award is based on academic achievement and he is nominated by The Brown Mackie College where Terry attends. He is the son of Mr. and Mrs. Donald E. Warren, 315 North Washington.

Albert Johnson of Iola has learned that his brother, Thomas, of Hut- town- Mrs. Gilliland Ruth E. Gilliland, 54, Route 2, Mulvane, died Sunday, December 12. Mrs. Gilliland, who was employed by Boeing Aircraft as a stock record clerk, was born March 6, 1922, in Iola and moved to Wichita from Iola in 1945.

Born and raised in Iola, Mrs. Gilliand was the former Ruth Austin. She was a graduate of Iola High School and the Junior College. She is survived by Mr. Gilliland; a brother, Charlie Austin, Parsons, and a sister, Mrs.

Fred Bruenger, Iola; an aunt, Mrs. Nellie Austin and an uncle, Ira Austin, both of rural Iola, also survive. Funeral services will be at 1:30 p.m. tomorrow at the First United Methodist Church in Wichita. Burial will be in the Wichita Park Cemetery.

The Broadway Mortuary, Wichita, is in charge of arrangements. A memorial has been established in Mrs. Gilliland's name with the organ fund at the Mulvane United Methodist Church. Mrs. George W.

Youngs Nannie Youngs, 524 North was found dead at her home vesterday. She was the owner of Youngs Grocery. She was the widow of George W. Youngs. Further details and funeral arrangements will be reported later by the 1-Kinser Mortuary.

Fall wheat crop in poor shape, officials report TOPEKA, Kan. (AP) The condition of the fall-seeded Kansas wheat crop is continuing to deteriorate, the Crop and Livestock Reporting Service said today. "More top growth and root development are desirable to help prevent winterkill and wind erosion next spring," the service said. "If the cold weather continues, a good snow cover is needed to help protect the wheat and add much needed soil moisture." The service said no new wheat growth occurred last week as a result of continued, cold, dry weather. Both topsoil and subsoil moisture supplies are short across the state.

Cattle grazing was reported to be very limited due to the dry, cold weather and poor top growth. Grazing was reported on only 5 per cent of the fields compared to 10 per cent last year and a 10-year average of 15 per cent. Cattle continued grazing sorghum stubble fields but grazing of native pasture and range land was becoming limited because of poor condition. with cold weather stopping any new growth. She was 45. Farouk had stripped her of the title of princess when she married Riad Ghali, a Christian commoner, in 1950.
