Page 16 Sunday, January 31, 1971 THE TIMES-STANDARD Eureka, California WASHINGTON (AP) The White House doesn't want anyone--most of all Chairman Wilbur Mills-to think it is deliberately bypassing the House Ways and Means Committee on the President's $16-billion revenue- sharing plan. Sensivity on the subject became apparent Wednesday after The Associated Press reported the proposal to share a part of Tension on Nixon Revenue Strategy federal revenues with state and local governments will go to Congress in at least seven separate btlls-mos'. of them bypassing Mills and his powerful Ways and Means Committee. Press secretary Ronald L. Ziegler insisted the splitup was intended from the outset and was not occasioned by a Mills House speech Tuesday question ing the heavt of the revenue- sharing concept.

The fact remains, however, that division of revenue-sharing legislation was a secret to the public--and apparently to many members of Congress--until it was disclosed Wednesday by John D. Ehrliehman, Nixon's domestic policy chief, at a White House news briefing. Many members of Congress had assumed the entire $16-billion package was destined for the Mills committee. The chief executive's plan to share $5 billion of federal reve- nus on largely a no-strings-attached basis will indeed go to the Ways and Means Committee, said Ehrliehman. This $5 billion is the segment' of the $16-billion packet that Mills most forcefully opposes.

While promising Nixon early and thorough hearings. Mills says his aim will be to kill the whole idea, perhaps drawing a substitute. Reagan to restore a 10 per cutback in Medi-Cal payments, a large coalition of nursing home owners says it will boycott new Medi-Cal patients beginning Monday.

The Nursing Home Industry Coordinating Council, claiming to represent 80,000 of the state's 92,000, said Thursday il will be- gin returning costly "heavy care" patients to county hospitals. The boycott could cause influx of indigent patients into county hospitals, according to some counties. But David M. Myers of the Los Angeles County Department of Public Social Services said the county would try to place displaced nursing home patients in private agencies rather than county hospitals. "The nursing home industry will no longer accept the fiscal responsibility for the failure of Gov.
