Edgar Hoover ordered FBI agents to send a phony letter to a Hollywood columnist describing her as leading Black Panthers in a foulmouthed cheer for the assassination of Richard Nixon. The actress is suing the government for invasion of privacy and asks $2.8 million damages. Copies of the order and the letter were provided by theSenate committee investigating FBI and CIA operations against U.S.

Frank Church says he intends to take assassination out of the CIA's bag of spy tricks. The Idaho Democrat running the Senate Select Committee on Intelligence said Monday he will introduce legislation to establish "criminal sanctions" against officials involved in any assassination plots. He said his whole committee will sponsor the bill.

After 11 months of hearings and investigation, the Church committee is winding up its work, drafting recommendations and legislation to prevent abuses by the'intelligence community. During the hearings, several schemes involving assassination plots and proposals were unveiled. 1 In one of them, the CIA lined up two underworld figures to make an attempt on the life of Cuban Premier Fidel Castro. The effort collapsed. 'Close Friend' As the inquiry in this attempt broadened, the committee surfaced a curious relationship between President John F.

Kennedy and the underworld. Miss Campbell: Leaks Distorted Testimony San Diego (UPI) Reports that Judith Campbell was a good friend of both president John F. Kennedy and Mafia chieftains in the early 1960s have placed her life in danger, her lawyer complained Monday. Miss Campbell will hold a news conference Wednesday to tell her story herself, said the lawyer, Bryan Monagahn. He said Miss Campbell's secret testimony to the Senate Intelligence Committee has been leaked in such a distorted fashion that some persons might think she was part of the CIA- Mafia proposals to assassinate Cuban Premier Fidel Castro.

"She can no longer remain silent," he said. "The inferences put her in danger with those who think she might know something she doesn't." Miss Campbell testified Sept. 20. Her testimony was confidential but there were news reports that she talked about her association with Kennedy in 1961 and 1962, at the same time she was close to mobsters John Roselli and Sam Giancana, who was shot to death in June. Giancana and Roselli were linked to CIA plots to kill Castro, using the Mafia and its connections in Cuba.

"The reports indicate, infer, that she was a go-between for Giancana, the CIA, the Mafia and JFK in assassination plots," the attorney said. "She was not connected in any way with these conspiracies. (UPI) "To do something for people," the Mount Vernon mortuary is offering free funerals as holiday gifts. Dale Chaffin, manager of the funeral home, said the giveaway also is designed to "improve business." The "close friend" has been identified in other accounts as Judith Campbell, who had frequent telephone and personal contact with the President.

Asked why the committee report did not elaborate on the identity of the "close friend," Church replied, "we did not think it appropriate to wade into the personal life of the President or extend the remarks of the report beyond the subject matter of the report." He said there was no intent to cover up an association between Kennedy and Miss Campbell and he said there was no evidence to suggest that Miss Campbell was an underworld "plant" through which the underworld might exert an influence in the White House "If we had had such evidence, we would have included it in the report," Church said.
