In the Miami County Municipal Court suit, Leslie Hillier, 8582 Lockington said he was paid $13,480.50 through July of 1975, but was not paid in August of that year. He claims the school system owes him $1,104 for that period. Hillier, a machine shop instructor at Piqua Central High School, was in the school system 26 years before he went to the Upper Valley Joint Vocational School in the 1975-76 school year.

HILLIER is being represented by James R. Kirkland, a Dayton attorney. The school board is being represented by Piqua attorney Michael Hemm. The school board retained Hemm because the city law director apparently is not responsible for providing counsel for the schools. Law Director Stephen King said Monday that City Manager Wayne Barfels said he had a copy of an attorney general's opinion that said the law director was not required to give the schools counsel.

King said he has not studied the opinion yet, but if the city is not required, it won't provide counsel.
