GIVE TO CONQUER CANCER AMERICAN CANCER SOCIETY Telephone Cable Torn By Blast h'ews Delayed Record Landmark leased United Press wire service was in terrupted for an hour early today following dynamiting of a Southern Bell telephone cable near Greens boro Southern Bell officials said the main communications cable be tween Washington and Atlanta was blasted by dynamite and another major incidence of violence in the telephone strike was forestalled by the weather They described the cable blast as the worst such orrurence in North Carolina since the telephonetrike began 60 days ago Dynamite was fastened to the top ef a pole carrying the overhead cable The blast at 2:08 am sev ered the cable and blew three feet the top of the power pole aplintering it The dynamiting knocked out 900 long distance telephone telegraph and Teletype circuits virtually iso lating the communications from the North and East Three hours later a Southern Bell private patrolman in the same vicinity discovered 40 sticks of dynamite placed against the rear of a repeater station good Lord was with us at the repeater District Man ager Hunter said dy namite had a coil fuse attached which had burned speech to the Senate said in effect that the strike has gone on too long and that it could and ehould be settled President Eisenhower at his news conference Wednesday also suggested arbitration saying it could be useful in the telephone Strike But Malone Southern Bell vice president said the company does not think arbitration of the dispute would be in the public in terest The responsibi lity to provide public service un der the law cannot be delegated to a third party he said bargaining is being actively directed by the ederal Mediation and Conciliation service This is the proper way to more in expenditures than was appropriated last year The building com mittee reported that six new struc tures have been essentially com pleted on the campus during the past year Among these are a new church parsonage two dwellings and two cottages The committee said that while most work has been completed on the new church finishing touches will not be completed in time for commencement exercises (Continued to page 9) House Passes State Tax Bill Creates Special Budget Post Randall's Bill Wins Approval Goes To Senate RALEIGH (UP) The House passed 51 29 today a bill creating an office of legislative comptroller as a budget respon sible only to the General Assembly After brief discussion the cham ber sent the bill to the Senate for final legislative approval but bit ter debate over the measure was predicted in the upper chamber The hottest debate on the bill came yesterday before representa tives passed the bill 43 34 on its second reading An objection blocked final passage on third reading The measure brought a verbal barrage from House members including a charge that it was an attempt to create a gov Under the bill the governor would appoint the comptroller sub ject to the confirmation of a ma jority of the General Assembly He would serve for 14 years at an annual salary of $15000 Rep George Randall of Ire dell County who introduced the original bill along with 87 other more than 40000 by 1970 and if it is to solve the inherent traffic problem it must move now through long range plan ning That information was presented to city council last night in a traf fic survey report given by Prof Wllliam Babcock of State college and Billy Rose a graduate student in traffic planning at the college Babcock and Rose were em ployed by the city last year to con duct the survey They already had given perliminary reports on a thoroughfare plan based on the same population projection Contained in the preliminary thoroughfare plan is a proposed sy stem of radial streets cross town routes thoroughfares and by passes that would divert industrial and through traffic from the down town area The report also contains recom mendation of a modern system of traffic signalization which Profes sor Babcock said he hopes council Mr Anderson and the city will have 10 days with which to ans wer' the complaint after which' a hearing will be' called Within 60 days after the hearing the prop erty must be brought up to stand ard or the property will be con demed as unfit for human habita tion The lease on the property will expire May 31 after which the houses will become property of Mr Anderson Caulion Signs Put On Buses Buses transporting children to Statesville schools took on a new air today when signs reading School were put in use through the cooperation of Statesville Council of Parent Tea chers associations Statesville Mo tor Coach company and the City of Statesville will consider in the next fiscal budget The report was distributed to councilmen who will study it un til after June 1 Upon completion of their study Babcock and Rose will return to Statesvile for fur ther discusssion of the report Meanwhile council moved last night to begin negotiations with Anderson for purchase of additional right of way along the west side of North Race street to make the street uniform in width The street beginning at Mr An property the street curb and gutter on only the east side Additional right of way to make the street standard would require Mr yielding a 1400 foot strip from five to 15 feet wide Council indicated that if negoti ations fail City Attorney Baxter insh will be instructed to begin condemnation procedures It also was indicated during the called meeting that Ed Cowan city building inspector will serve papers on both the city and Mr Anderson this week informing them that Veterans court does not meethe requirements of the substandard housing ordinance To be used eventually on five buses the signs will be placed on the backs of the vehicles only when taking students to and from school In the meantime the signs will be removed or reversed al lowing others to take their places Originating in the safety com mittee of the TA council the idea was presented to the city and then to Statesville Motor Coach company It was agreed that if the bus company would allow the signs the city would approve the idea and pay for the number of signs needed is 8 Third Reading Erases Moves or Amendment RALEIGH The North Car olina House today gave its stamp of approval to a revenue bill de signed to raise $9751000 a year in new state revenue and send it to the Senate for enactment into law The House passed the measure on its third and final reading by 91 9 after two unsuccessful at tempts were made to amend it Rep Thomas Turner of Guilford was beaten down on a resounding voice vote when he attempted to amend the bill so excess taxes col lected over estimates during a fiscal year would go into a sinking fund to retire state bonds Turner said the point of the amendment was to prevent the state from levying taxes in excess of those needed Rep Sam Worthington asked the representatives not to break open the tax package which was drawn up after four months of study He said to let in one amendment wouk cause others to be presented The lower chamber approved the measure on second reading yester day by a vote of 100 8 after only 75 minutes of debate Acting in surprising harmony after almost four months of committee wrang ling members shouted down the only two attempts to amend the measure which for new taxes totaling $9751000 a year With the big revenue bill almost out of the way House members continued their rush toward ad journment and Speaker Larry I Moore considered the possibility of calling the first full scale Saturday meeting Inspired Singapore Riot SINGAPORE (UP) Gene Sy monds United Press manager for Southeast Asia died today from a savage beating inflicted by Chinese students who have terrorized Singa pore for two days during a Commu nist inspired transportation strike A police constable and a 16 year old Chinese student also were killed in the riots which began when truckloads of students attacked po lice who had quelled a strike dem onstration with waterhoses Scores were reported injured Symonds 29 of Dayton Ohio was fatally injured at the acene where the news roadblock thrown up by the gov ernment to halt the spread of Chi nese terrorists The mob dragged him from a taxicab and beat him with stones and clubs until he fell unconscious in the streets A British armored regiment and tough Gurkha infantrymen patrol led the city to prevent fur ther clashes but the strike appeared to be spreading and transportation was at a standstill Violence that flared today was put down though the demonstrators still controlled a nine mile square section of the city had risked his life many times to cover the Korean War from the Pusan beachhead almost to the Yalu had just returned to Singa pore from the Bandung
