The imperial crest is a chrysanthemum, and the highest decoration bestowed by tbe Kmperor Is that of the Order of Chrysanthemum. The badge or Insignia of the order is a flat, single chrysanthemum, arranged with sixteen rays.

For many centuries this order was confined to the royal family and the per sonal friends oi tne emperor, and is still regarded aa sacred. It has seldom been given to foreign sovereigns, but it has been conferred upon Edward VII. It is the national emblem of Japan, and there holds the same distinction as the rose does in England. The Blue Chrysanthemum. The Eastern artists, depict a blue chrysanthemum and the Japanese profess to have It and keep it as a sacred secret they do not use It in their festivals.

But all search of the gardens of Japan and the surroundings of the most sacred temples fails to discover the blue flower of the Gate of Heaven. The fact is, there never waa and never will be a blue chrys anthemum. We have the red. yellow and white, and every conceivable tint that can be made of the combination of these colors.

JOHN MORGAN. GANG OF GIRL PICKPOCKETS. Children Confess Systematic Work in Cincinnati Stores. CINCINNATI. November 16.

A gang of girl pickpockets, the oldest not over ten and the youngest eight, was arrested yesterday afternoon, and their confessions revealed a tale of depravity. For a long time these little girls, four ln number, have, according to their own admissions, operated ln the downtown department stores with auch cunning that the police believe they have been the pupils of some older person long schooled in the art of stealing. For several days past the employes of Knox's iO cent store, in Fifth street. have been watching the girls, as several thefts of small articles, perfumery and purses, from the counters had been re). ported.

Taatarrli a ftofnru tn Vf (inn KClttliU Ut. SI AFSI I 1 4 A I ilUI Vul caught two of the girls in the act of tak ing some perfumery. They were taken tp I police headquarters, and there told the names of the other girls. of the girls said that they waited around the stores until they saw a woman I lay a pocketbook on a la 4 would follow a customer counter, or they around the store waiting for an opportunity to steal her purse, now many times they succeeded in stealing purses the girls could not tell, but they had thrown away several in the stores after taking the contents. The girls said that they never got any large amount of money.

Elgrht purses, one of them a gold linked chain affair, were found. Most of the purses had been taken from shoppers, but some were new. The glrla confessed that there were other purses hidden ln the house. SAYS THE WOMAN MUST HANG Vermont Legislature Refuses to Abolish Capital Punishment.
