George Gershwin, Cole Porter, Victor Herbert and Jerome Kern all considered themselves his inferior. Many have called him, America's greatest composer of popular music. Kern thought that he was even more significant than that. "IRVING BERLIN," Kern once said, "is American music." Thursday, Mr.

American Music is entered his tenth decade. The legendary songwriter is marked his 90th birthday in New York, the scene of his Broadway triumphs and his home since he emigrated, at age 4, from Russia with his parents. There is much reason to wish Mr. Berlin well on his 90th birthday. He has given this country a lot of himself; namely, a long, long medly of some of its most loved and lasting songs.

Over the ensuing decades, much of Berlin's prolific songwriting went into musicals, such as "Annie Get Your Gun."
