Because of GOP No Spending Money Isn't Fretting U.S. By Charles Nicodemus Chicago Daily News Special Washington Most of the federal government will run out of money at midnight Sat urday, thanks to the House GOP effort to force cuts in federal spending. But hereabouts seems overly concerned.

The may get squared away by a House vote on an economy compromise Tuesday but then again, it may not. It's not that Uncle Sam is now a pauper, snowed under at last by current bills and the national debt. Far from it. The treasury reports that at last count, there was Si 364,050,739 in the federal till. But after midnight Saturday no federal agency--except the Defense, Treasury, Post Office and Interior Departments, plus Congress itself-will be authorized legally to spend any more money.

The problem developed because Republicans--bent on forcing governmental economies before any tax boost is voted have succeeded in blocking of an ordinarily routine "continuing resolution." This as a measure that must be passed each month 'after July 1, permitting the various federal agencies to keep on spending during the new fiscal year at the same level as the year before, until their annual appropriations bills Haiphong Raids Hit At Bridge Saigon OP-- The U.S. Command reported Friday fresh air raids on the North Vietnamese port of Haiphong and a surge of ground fighting in South Vietnam, particularly in the important northern provinces threatened by Communist troops massed near the demilitarized zone (DMZ). Only four of the major de partmental money bills, besides Congress' own. so far have been cleared by both houses. a when the House Democratic leadership brought up the continuing resolution for October, the badly-outnumbered Republicans, teaming with Southern Democrats, surprised e-v-e-n themselves by mustering a 202-182 majority in favor of sending it back to the Appropriations Committee. They said they wanted the resolution revised to impose on President Johnson a spending ceiling of $131.5 billion for fiscal 1968, some billion less than Johnson has targeted. But Thursday the Democratic controlled Appropriations Committee ignored the mandate of the House.

Instead, on a party- line vote, Democrats once more approved the resolution, unchanged. But they "compromised" by i only a 10-day extension, instead of the normal month-long authorization. During those 10 days, said a i a George Mahon, his committee would hold hurry-up a i aimed at producing a list of areas where Congress itself could do the cutting. Mahon then proposed that his "compromise" be acted on by the House immediately Thursday. GOP Blocks Action But Republicans formally objected, blocking action, because the hurry-up procedure would have afforded no parliamentary opportunity for the Republicans to again through their injunction for economy.

And since Mahon did not want to call the measure up for a vote on either Friday or Monday because of the traditionally heavy House absenteeism at the beginning and end of the week that left Tuesday as the for money day. Both Mahon and the Republicans agreed that nothing horrendous would happen in the interim. A day or two holdoff in federal spending can always be jiggered. But if the delay goes much beyond mid-week, the crunch might start to be felt with cutoffs in paychecks, contracts, and numerous federal aid projects. Nobody' could say for sure how quickly such a crisis would start building up or how severe it would be.

John Marsh, a teacher at the school and one of those who had warned Thursday of community harassment in ghetto schools, was shoved back from he entrance of IS 201 by an unidentified man. Marsh said the man "physically blocked my way and said I could enter only over his dead body." Marsh and one other teacher declined to enter the school. The situation appeared to be normal in other areas of the city. Mao's Thoughts Now on Money Kuala Lumpur (UPI)--Chinese Communist Party Chairman Mao Tse-tung's thoughts are being spread through Malaysia by writing them on the money, police said Friday. Police found a "substantial amount" of Malaysian bills bearing Mao slogans in a raid Wednesday.
