1P37. The President' was delivered before Cong ress at 12 o'clock yesterday, and arrived iu this city by the Government Express, relays of bones, precisely at 8 clock last evening. Our remarks upon its contents are deferred until to morrow. Twenty fifth Congress. The second session of the Twenty fifth Congress commenced on Monday.

The attendance in both Houses was more numerous than bad been anticipated. A message was received from the House, informing tbe Senate that a quorum was present, and also of the appointment of a committee to wait on the President, end advise him that they were ready To receive soch communications as be might deem proper to aske.

The ordinary resolution in reference to supplying Senators with newspapers was adopted, and the Senate adjourned. In tbe House, one hundred and sixty three members answered to their names. Resolutions similar to those of the Senate were adopted, and an adjournment took place. literary The anniversary" of the Perse ve 'ranee Library Association was celebrated on Monday evening? December at tbe Universalis! church, Callowbill street. A large audience was in attendance, and several Library Awoci ations were there by invitation.

Addresses were delivered by Abram 8. Miller, B. Thompson, and William P. M. Rom, who were listened to with attention and gratification by tbe numerous assemblage.

Sergeant, A memorial from the citizens of Philadelphia was presented, 'praying that the Constitution might bo so amended, that religious test should be required ol any individual, to entitle him to hold uu office laid on theJable. A communication from tbe Law Academy, was read, tendering to the members of the Convention the use of its Library. The Convention then resolved itself into a committee of the whole, on the seventh article of the Constitution, Mr. Riegant in the chair. The question being on the amendment oSered by Mr.

Stevens, Mr. Denny, of Alleghany, look the floor in support of the amendment, and answered the objections of the gentleman from Indiana, (Mr. Clarke) and proceeded to show tbe necessity of leaving the imposition of restriction upon.banks with the legislature. At the conclusion of his remarkf.the committee rose, and adjourned to meet in the afternoon. Afttrttonn Setiion.

Committee continued the discussion of the seventh article. Bank Convention 'l'h lollowing revolutions were adopted by the Bank Convention previous to their adjournment on Saturday. 1st.

Resolved, That this Convention entertains a deep anxiety and a' firm determination to accomplish (he resumption of specie payments at the earliest period when it may be permanently practicable. 2d. Resolved, That in the opinion of this Convention the present circumstances of the country are not soch as to make it expedient cr prudent now to fix a day for the resumption of specie pay 4 3d. Resolved, That when the Convention terminates its present cewion it shall be adjourned lo meet in the city of New York on the second Wednesday of April next, for the purpose of then considering, and if practicable, determining the dav when specie payments may be resumed. 5th.

Resolved, That ibis Conven tips strongly recommend to all the Batiks in the United States to continue, by proper measures, to prepare themselves for a return to specie payments, within the shortest practicable period at the next meeting of the Convention. 6th. Resolved, the Banks in those States which are not now represented, be earnestly requested to send delegates to the adjourned meeting of this Convention, and that the soveral dele sates from all the States be desired to proenre all such information, in regard to the condition of the Banks in their respective states, as may be attainable. Mutiny. Between eight and ninety German troops, intended for the Florida war, got into a row with the crew of the ship Elixa and while lying out in the stream, on Sumfay afternoon. matter at one time assumed rather a serious aspect, but a boat from the Navy Yard, having ascertained the state of things, informed Colonel Cutter, the commandant at Bedloe's Island, and that offiser weut on board and placed a Cspt Siclar under arrest, and put one of the Lieutenanta in command of the refractory Germans; this greatly enraged the latter, who exhibited soch a contancoroos spirit towards tbe crew of the ship that they refused to go to sea, and CapL Wade wss compelled to go ashore and shini new crew, and lo nan with his chief mate. There were on board thirty one men (Americans) from niiadelpbia, under the command of Lieut Pew and Jacobs, who leok a very active part in the original affray, and in consequence of some aUeged misconduct on the part ot Lieut. They feel justly indignant at the occurrence, which is of a character so extraordinary that we know not in what light to regard it.
