Charles Ruggles Dies; Put Glow on Screen Hollywood, Dec. 23 (AP) Charles Ruggles, 84, the lovable and witty character actor of Hollywood's warm and funny movies of the 1930s and A wag who took humor seri-1 ously, Ruggles liked to say that people had told him time and time again comedian had to be born funny is a lot of bunk." Mimi Benzell BESSIE HILLMAN Mrs. Bessie Hillman, 81, a vice president of the Amalgamated Clothing Workers of America, AFL-CIO, and widow of labor leader Sidney Hillman, died yesterday at St. Vincent's Hospital. Mrs. Hillman, who lived at 341 W.

24th was a women's rights advocate in the labor movement. A member of a subcommittee of the President's Commission on the Status of Women in 1963, she also served as a delegate for the International Confederation of Free Trade Unions at meetings of the United Nations. 68th St. ISRAEL SCHAWARTZBERG Funeral services for Israel Schawartzberg, 56, general manager of Scanlan's magazine, will be held at 11:30 a.m. today at the Riverside Chapel, Amsterdam Ave. and 76th St. Schawartzberg spent a total of 14 years in prison for offenses ranging from swindling to fixing basketball games.

He attained a reputation as a jailhouse lawyer and during his periods of freedom lectured lawyers on finer points of criminal law. While serving in Dannemora and Sing Sing for attempted robbery, he won 29 out of 32 writs for fellow prisoners. Schawartzberg died Tuesday in Montreal of a heart attack.
