Menasha will uwa to go along with a county Emergency Medical Services plan, the Winnebago County EMS group feels. Meeting Wednesday, the EMS group made some small changes and planned strategy for "selling the plan." Basically, the JEMS plan is intended to establish quality ambulance service within 20 minutes to any point in the county. Stung by unanimous rejection of the EMS plan at a Feb.

4 meeting of the Menasha Common Council, the EMS group has made some concessions however minor --'which they feel will bring Menasha into the fold. The chairman of the group, a subcommittee of the judiciary and public safety committee. Mike Utcch stated, "The differences we had with Menasha were never that Kreat. "We have marie some changes in implementation of the plan, but we have not changed any of the plan itself." Utech said. As it now stands, the EMS group will meet with the Menasha Common Council on Monday, March 15, at 6 p.m.

Committee members hope to get the Menasha Council, like Ncenah's. to "accept the plan in principal." At the previous meeting, rejection had been based on specifics in the contract between the county and 'the Menasha Fire Department, which manages the Menasha ambulance service. But this time around, the group plans on "downplaying the contract" in hopes of getting approval of the plan itself. Committee member Dick Clson again cautioned the group, "They (Menasha) are not going to go along with anything if they feel the county is ramming this thing down their throats. "If they think we are taking away some home-rule on the ambulance business, they are going to reject the whole thing." he added.

At his and Utech's suggestion, some of the contract's wording was modified, in an attempt to make provisions sound "less dictatorial." But when Olson suggested contracts for all three involved providers (Menasha and Necnah Fire Departments and Friar's Ambulance Service) need not be the same. Utcch put his foot down. Olson suggested. "If there is a part in the plan, like vehicle inspection, which Neenah and Menasha don't like, why can't we just take it out? They already inspect vehicles." Utech countered. "If they already inspect, why should they have any objections? We just want to make sure they continue to do so." After making the changes, the group discussed what the strategy will be should Menasha reject the whole plan, or balk at having to serve outside the city limits.

"If all Menasha will do is agree to serve as a back-up for Neenah. we are not going to buy them an ambulance," Utech said. "We want them to serve the county." Committee members suggested putting an ambulance in Winneconne. if Menasha will not back-up Neenah during runs into the western part of the county. Originally, the meeting had been called as a "showdown" with the owner of Oshkosh's ambulance service, William (Tuck) Friar.

In a letter to Utech. Friar had stat- ed "parts of the EMS plan and contract arc totally unacceptable to me." Ironing out the differences, which were not specified in the letter, was behind the Thursday meeting. But Friar, who was in protective custody after a family disturbance, was unable to attend the session and committee members could only speculate as to what the objections might have been. In a final matter before the committee, James Greiner, chairman of the judiciary and public safety committee, suggested the group form three resolutions. Obituaries S.F. Shattuck dies in Neenah NEENAH Sidney Frank Shattuck. 97.

of 324 E. Wisconsin probably Neenah's greatest philanthropist, civic leader, and retired industrialist, died Thursday morning at his home. He had suffered a stroke some weeks earlier. Son of one of the founders of Kimberly-Clark S. F.

Shattuck joined Kimberly- Clark in January of 1900 and served the firm actively for 45 years, retiring in 1945 as vice president in charge of industrial relatio.ns. He had been a director of the firm from 1902 to his retirement. Mr. and Mrs. Shattuck received the Distinguished Service Award from the Wisconsin Association of Inde- pendent.Colleges and Dec.

7, 1971. Together they had given 115 years of continuous service to independent higher education in Wisconsin. He received the Distinguished Civic Service Award from the University of at commencement exercises on May 18.1972. Aclive i i Presbyterian Church. Neenah.

he had held various positions throughout the years, sang in the choir over 30 years, taught a men's class for many years, served as cochairman of the building fund, served as an elder and served on several national church committees. Shattuck served as a director of the National Manufacturers Bank (now Marine National Bank) of Neenah for 60 years and also was a director of Kimberly State Bank and of First National He was a member of North Shore Golf Club. Rivervicw Country Club and the University Club of Chicago. Sidney Frank Shattuck was born April 28. 1878.

His father was Frank C. Shattuck, one of the four founders of Kimberly-Clark originally of Colcrain. Mass. His mother was Clara Merri- Louis J. Widmer S.F.

Shattnck man Shattuck, a resident of the Town of Vinland before her marriage to Frank C- Shattuck. S. F. Shattuck married Ruth Harwood of Appleton on Dec. 29.

1908. He was a in Neenah public school system to ninth grade when he went to Phillips Academy. Andover. Mass. He i a bachelor of science degree from Sheffield Scientific School at Yale University, in 1899.

He received an honorary LL.D. degree from Carroll College in 1955. Survivors are the widow, to whom he was married more a 67 years: two sons. Frank C. Shattuck of Neenah and James H.

Shattuck of New a two daughters. Ann Shattuck Courtenay. Hilton Head. S.C., and Mary Shattuck Young. Lincolnshire.

He was born in the Town of Vinland on May 6. 1901. son of Arnold and Anna Widmer. A single man. Mr.

Elmwood and In'ing Avenues as the area for a neighborhood improvement project was approved by the Oshkosh Common Council by a 6-1 vote Thursday. proposed would use 8219.000 of the city's federal Community Development allotment on a program to a the area.

Sehiefelbein. who objected to the neighborhood improvement program concept, asserted that the city should instead use the money for paving major thoroughfares.

Sehiefelbein declared "What's the use of paving a street that goes nowhere?" He said "It looks like we're going to spend S219.000 on the whims and fancies of a bunch of neighbors." The Council voted down proposals by Sehiefelbein a i i George Singstock to expand the area in which the neighborhood improvement funds would be spent. One resident of the affected area, Oliver Lalond of 831 Woodland told the 'Bioculturai' Council "I'm very much for this. It's about time that the college core area gets some relief" from the wear on the area's streets and si.dwalks. The Council postponed action on a of other important issues Thursday. An ordinance requested by Friar Ambulance operator William Friar which would allow the headquartering of ambulance services in residential districts was laid over by a 4-3 vote after the layover was requested by- Councilor Bernice Teichmiller.

The Council passed an ordinance rezoning a number of parcels on the kosh campus to R-5 multiple family residence, but it laid over an ordinance rezoning a UVV-0 parcel at the intersection of Vine Street and Elmwood Avenue from R-2 two family residence to R-5. UW- 0 wants to build a parking lot on the Vine Street site if it can get approval of the rezoning. The Council also postponed a vote on a of a room tax on motel and hotel rooms in the city. It instead decided to schedule a discussion of the room tax proposal at a special workshop meting at 7 p.m. Monday.

A resolution introduced by Mrs. i i i would have directed the city attorney to represent the city at all future Public Service Commission hearings on applications for rate increases by utilities serving Oshkosh was rejected 6-1. Mrs. Teichmiller insisted "Other cities are doing it and I see no reason in the world why somebody can't start representing us." City Atty. John Pence said it would require a great deal of his time to adequately prepare data to challenge a utility's rate increase application.

Pence remarked "I don't think you need an attorney. You can send anybody up there to protest, unless you want to spend the time to prepare a case." The Council unanimously voted down the proposed rezoning of two lots owned by Harold Eichstadt near Walnut Street and Smith Avenue from R-1B single family residence to R-2 two family residence. Ethnic event planned The National Ethnic Science and Art Symposium will be held March' 18-2(1 at University of Wisconsin-Oshkosh. "Bioculturai Designs for Education and Community Organization" is the theme of the event sponsored by Multicultural Educational Center.

The symposium will be held as part of the annual meeting and program of the American Ethnic Science Society. Artistic displays, exhibitions and presentations are planned to reflect the thinking, feelings and emotions of ethnic minority groups in the United States, and the need to include these in the design of education and community organization. A spokesman said the symposium is expected to feature nationally known speakers and experts who have demonstrated progressive understanding of Indian. Chicano- Latino. Asian and African needs in the United States and who have been active in achieving civil rights for the above groups.

Each symposium conference will feature a speaker and several workshops on solving problems in education and community interaction with i a groups.
