Section 2 CHICAGO TRIBUNE, TUESDAY, JULY 28, 1970 Lincoln A. Sollitt Services for Lincoln A. Sollitt, 71, of Elkhart, will be held at 2 p. m. today in the First Presbyterian Church of Elkhart.

Mr. Sollitt died Saturday in an Elkhart hospital. He was chairman of the board of Sollitt Construction of South Bend, which built University of Notre Dame Stadium and the Auditorium in South Bend. He also was associated with several other construction firms. A native of Chicago, his late father, Ralph founded the construction company here bearing his name in 1913.

Surviving are his widow, Irma; two daughters, Mrs. Patricia Denny and Mrs. Janet Scholotes; and four grandchildren. Mrs. Inez Kuipers Mrs.

Inez Kuipers, 77, whose late husband, Clarence, was president for 25 Burke, Kuipers, and Mahoney, died yesterday in Evanston Hospital. Mrs. Kuipers lived at 417 Ridge Kenilworth, Survivors include two daughters, Mrs. Rita Stauffacher and Mrs. Inez Beucher; two sons, Robert and James; 10 grandchildren; three sisters; and a brother.

Mass will be said at 10 a. m. tomorrow in the St. Faith, Hope and I Charity Catholic Church, 191 Linden Winnetka. Mrs.

Luigi Capozzoli Mass for Mrs. Amelia Capozzoli, 71, of 1516 Miner Des Plaines, will be said at 10 a. m. tomorrow in St. Mary Catholic Church, 794 Pearson Des Plaines.

Mrs. Capozzoli died Saturday in Lutheran General Hospital, Park Ridge. Since 1929, she and her husband, Luigi, owned Square Deal Shoe Store in Des Plaines. Also surviving are two sons, Joseph and Louis; a daughter, Mrs. Aida Guss; 16 grandchildren; two sisters; and two brothers.

Crosby Vining Services for Crosby Vining, 69, of 1939 Larkdale Glenview, retired partner in the Vining and Meyers Advertising Agency, 35 E. Wacker will be held at 4:30 p. m. today in Glenview Community Church, 1000 Elm Glenview. Mr.

Vining, who Sunday in Lutheran General Hospital, Park Ridge, retired from the advertising firm one year ago. Survivors include his widow, Blanche; a daughter, Mrs. Carol Albrecht; a Richard; his mother, Mrs. Henry Pond; and three grandchildren. Ezra Cohn Services for Ezra Cohn, 88, an attorney for more than 40 years before retiring 15 years ago, will be held at 11 a.

m. tomorrow in the chapel at 5206 Broadway. Mr. Cohn, who lived at 1263 W. Pratt died Sunday in Illinois Masonic Hospital.

Surviving are three daughters, Mrs. Dorothy Sugar, Mrs. Marjory Keller and Mrs. Babette Schultz, and seven grandchildren. Walter E.

Hausheer Private services are being planned for Walter E. Hausheer, 79, formerly of 1860 Sherman Evanston, who died Sunday in the nursing home at 1512 Fargo Av. Mr. Hausheer was a retired president of the former Export here. He is survived by a son, Robert four grandchildren; and a brother.

Dr. Umberto Savaglio Dr. Umberto Savaglio, 57, who practiced medicine for 12 years at 6033 W. Belmont died yesterday at Northwest Hospital. He is survived by his widow, Evelyn; two sons, Albert and Anthony; and three brothers.

Services for Dr. Savaglio, who lived at 6020 N. Kostner will be held in Kenosha, Wis. Edward Krzeminski Mass for Edward Krzeminski, 46, of 14416 S. Karlov Midlothian, will be said 10 a.

m. Thursday in St. Christopher Catholic Church, Midlothian. Mr. Krzeminski, an employe in the electro-motive division of General Motors died Sunday at a party in Posen.

Survivors include his widow, Eleanor, and a daughter, Mrs. Barbara Allen. FAHNESTOCK, GEN. AIRCRAFT FOUNDER, DIES CONCORD, July 27 -Harris Fahnestock, 64, assistant to the director of the Lincoln Laboratory at the Massachusetts Institute of Technology, died in his home here yesterday after a long heart illness. He was a founder and vice president of General Aircraft Corporation and was instrumental in the development of the Skyfarer, a single-engine aircraft.

Fahnestock flew the first Skyfarer built by the corporation in 1940. Fahnestock's widow, the former Frances Jeffery of Lake Forest and Chicago, is a granddaughter of the late Edward T. Jeffery, Chicago bank official and railroad figure, and daughter of the late James Jeffern, a prominent Chicago atFahnestock also is surby four daughters Mrs. Poticia Locke, Mrs. Eileen Miller, Mrs.

Joan Ruvinsky, and Deborah: six grandchildren. of SALAZAR DIES; EX-DICTATOR OF PORTUGAL Held Power 36 Years; Funeral Thursday LISBON, Portugal, July 27 (P) Antonio de Oliveira Salazar, 81, premier and dictator of Portugal for 36 years, died at his home in Lisbon today after a long illness. The government secretary of information said that among those at Salazar's bedside was Dona Maria de Jesus Caetano Freire, his housekeeper for the last 40 years. The funeral service will be Thursday at the Monastery of Jeronimo where the navigator Vasco da Gama and poet Luisde Camoes are buried. Burial at Birthplace After the service, the body will be taken by train to Salazar's birthplace, the village of Antonio de Oliveira Salazar Vimieire near Santa Coma Dao in central Portugal, for burial.

The bachelor premier suffered a stroke in September, 1968, which left him partially paralyzed and forced his retirement. He developed a kidney infection 12 days ago, and since then his condition had steadily worsened. A shy, retiring man of conservative habits, he shunned public adulation. An early vocation for the priesthood, the monastic atmosphere of a seminary, and the rigid schooling it offered left an indelible mark on him. Gen. John N. Mitchell announced today the administration will consult the American Bar Association before making nominations for the Supreme Court. This will give A. B.

A. investigators an opportunity to screen the prospective justice's professional standing. Should he be found unqualified, the administration could pick someone else. The change had been urged by bar association officials, particularly Lawrence E. Walsh, chairman of the A.

B. standing committee on the federal judiciary. Two Nominees Rejected Up to now the Nixon administration has not consulted the A. B. A.

on Supreme, Court appointments, has on other federal judgeships. Two nominations, Chief Justice Warren E. Burger and Associate Justice Harry A. Blackmun, won easy Senate confirmation. But the two other nominations, Judge Clement F.

Haynsworth Jr. and G. Carswell, failed amid criticism of their professional qualifications. Investigations to Be Secret The A. B.

A. investigation is to be a restricted one, with relatively few people asked to evaluate the possible nominee. Every effort will be made to keep the investigation secret. A preliminary report would go to Mitchell. Should it be negative, he could drop the man from any further consideration.

Or he could ask the A. B. A. investigators to dig deeper, which Walsh's group would, be prepared to do. This deeper investigation would, bep conducted also, at Mitchell's request, on a potential nominee who is found preliminarily, to be qualified for the high court.

More than one name could be submitted to the A. B. A. committee at one time. HELEN REID, 87, DIES; RAN N.

Y. NEWSPAPER NEW YORK, July 27 Helen Rogers Reid, 87, former publisher of the New York Herald Tribune, died today at her Fifth Avenue home after a brief illness. Born in Appleton, Mrs. Reid became social secretary to Mrs. Whitelaw Reid, whose husband owned the Herald Tribune, and in 1911 married the Reids' son, Ogden, who became editor of the paper the following year.

Worked in Advertising Mrs. Reid began her service in the newspaper's advertising department in 1918, and was made a vice president in 1922. She became president and publisher after her husband's death in 1947, and chairman of the board in 1953. In 1955 at age 72, Mrs. Reid resigned as chairman, tho remaining a board member, saying she "thought the younger generation should take over." Her son, Whitelaw Reid, succeeded her as chairman.

Museum Trustee Mrs. Reid also was a trustee of the Metropolitan Museum of Art, and of Barnard College, from which she graduated in 1903. She was a well-known advocate and organizer of the women's suffrage movement. She is survived by two sons, Whitelaw and Rep. Ogden Reid and 10 grandchildren.

Act to Record Amendment Votes in House BY WILLIAM KLING record being kept. Awaits Final Approval Tribune Press Washington, July 27-By an unrecorded voice vote, the House agreed today to permanently record how congressmen vote on amendments during debate on public issues. The proposal, made part of the 1970 Legislative Reorganization Act, would do with the 181-year-old House practice of approving and rejecting amendments thru the process of having members pass thru tellers, or counters, without a The device, in use since the first Congress was organized in 1789, was adopted from a procedure then used by the British Parliament to protect individual legislators from the wrath of the king. Altho the new procedure was approved overwhelmingly, it still may face a rollcall vote before the House acts on final passage of the bill, which must also approved by the Senate. If the bill becomes law, sponsors of controversial or important amendments could choose to have the teller votes recorded by House clerks and made part of the House journal.

The new system was proposed as an amendment by Rep. Thomas P. O'Neill after the House Rules Committee refused to put it in the reorganization bill. O'Neill is a Rules Committee member, Boggs Urges Adoption "We have a habit of protecting each other here in the O'Neill said during debate. "But student turmoil in this country is not only because of the war.

Added to it is the matter of national priorities, and they don't know how we are Rep. Hale Boggs majority whip and a prime candidate for majority leader, urged adoption of O'Neill's proposal because "it's time for us to stand up and be counted." "If you don't want to be counted, why are you here in the first place?" Boggs asked his colleagues. A modification by Rep. James G. O'Hara would provide that teller votes could be recorded either in writing by House clerks or by electronic means.

All votes during today's three-hour debate were unrecorded. An but one were by Rep, James Burke lost, 52 to 22, on an unrecorded standing vote on his bid to record names of absentees during a teller vote. REP. KIRWAN, OHIO DEMOCRAT, DIES AT AGE 83 BETHESDA, July 27 (-L on g-time Congressman Michael Joseph Kirwan, 83, Youngstown, Ohio, Democrat, died early today at Bethesda Naval Hospital. Kirwan had been hospitalized since suffering a broken back at his Washington apartment more than a year ago.

Aides said his death was attributable several complications. His wife, Alice, was at his side. Kirwan had been a member of the House of Representatives since 1937 and had risen to No. 2 man on the Appropriations Committee. He was chairman of the public works subcommittee.

Children See Mom Drown in Home Pool The John Zubko family was delighted with the outdoor pool a friend gave them last Saturday and started filling it immediately. The job was completed Sunday, yesterday Mrs. Zubko, 26, and the three Zubko children settled in the back yard of their home at 3532 62d Pl. to enjoy the pool. The children, Susan, 7, John 5, and Christopher, 3, watched as their mother stepped into the plastic pool, 18 feet across and 4 feet deep.

Children Seek Help When they saw her floating, the children became frightened and ran across the street to a neighbor. Neighbors on either side tried to help, one attempting to apply artificial respiration while the other called the police and fire departments. Mrs. Zubko was taken to Holy Cross Hospital, where she was pronounced dead. Two Chicagoans, Stanley G.

Jachym, 21, of 1727 N. Washtenaw and Lawrence B. Maher, 18, of 1714 N. Artesian drowned Sunday in Griswold Lake, near Rimas Lodge, 3100 S. River near McHenry, the McHenry County sheriff's office reported yesterday.

Jumped in to Swim Investigators were told the two men, members of a group from Chicago who went to the lodge for an afternoon's outing, went onto the lake in a boat with Miss Debbie Davis, 18, of 5853 N. Campbell and Miss Pamela Lippert, 15, of 3935 N. Kimball Av. The men jumped into the lake to swim. The investigators said neither the young women nor occupants of another boat nearby, containing members of the party, saw Jachym and Maher go under or could explain what happened.

The victim, pronounced dead at St. Francis hospital in Blue Island, lived with his parents at 12652 S. Irving Av. Robert Casillas, 19, of 4409 Arbutus East Chicago, and Mrs. Lorene Edgman, 29, of 557 Clinton Gary, were killed yesterday in a head-on collision in Cline Avenue at the Fifth Avenue overpass, Gary.

Husband Is Injured Gary police said a car driven by Casillas was northbound in Cline Avenue at a high rate of speed when it went out of control, struck a post under construction in the median, and hurtled into the southbound lane. The Casillas' auto struck a southbound car driven by Mrs. Edgman's husband, James, 30. Edgman was reported in critical condition in St. Catherine Hospital, East Chicago.

In another Gary accident, Leland Jannasch, 70, of 348 Taney Gary, was killed late Sunday 'when his car struck a directional sign in U. S. Hwy. 12 a half block east of Idaho Gary, Police said Jannasch, who was eastbound in U. S.

Hwy. 12, may have suffered a heart attack before leaving the roadway on the south side. Arthur Platek, 20, of 1227 S. 50th Cicero, was charged with involuntary manslaughter yesterday in the death of a Berwyn woman in an auto accident. Eastbound in Ogden Platek, who also was charged with having an open liquor bottle in his car, allegedly forced another car into the path of a car driven by Raymond Benson, 66, of 2810 Wenonah Berwyn, late Saturday night.

The Berwyn collision killed Benson's wife, Ethel, 61. Police said the Bensons were eastbound in Ogden Avenue at Highland Avenue, Berwyn, when their car was struck by a westbound car driven by Henry F. Walaszek, 36, of 6719 W. Archer Av. Police said Walaszek was forced into the eastlanes by Platek's car, westbound in the curb lane.

Up to midnight Sunday, 288 persons had been killed in traffic accidents in Cook County since Dec. 31. Of those, 167 were in Chicago, where 23,240 persons were injured in the same period.
