Second War Memorial Fund, closely following the pattern of the First War memorial which is still in operation, will be divided into two parts: (a) Bursaries, which will enable sons and daughters of service men and women who gave their lives, or were permanently injured in the last war, to receive University educations. This portion oi the Memorial will expire when there are no longer children oi veterans eligible or entrance to University. (b) Scholarships (Overseas) to enable graduates to take post graduate work at any oi the British Universities. This portion oi the fund will be a permanent Memorial to the men and women who served in the last war, and is open to all outstanding graduates. The wealth of the Nation lies in its youth.

Apart from the obligation we owe the sons and daughters of our service personnel, there is the fact that our boys and girls are the foundation of the future security, wealth and happiness of the Dominion. Providing for their education is more than a duty it is keeping faith with the past and insuring the future in the safestsoundest and most sensible way within our power.
