Bennett, the new secretary of education, said Monday that President Reagan's budget cuts may force some students to give up their stereos, cars and beach vacations to pay for college. Bennett acknowledged that eliminating loans and grants for more than 1 million college students would force some families who are already sacrificing "to tighten the belt even further." But he suggested that other students will simply have to forego luxuries. He likened it to a "divestiture of certain sorts: stereo divestiture, automobile divestiture, three- weeks-at-the-beach divestiture." "I do not mean to suggest this will be the case in all circumstances, but it will, like the rain, fall on the just and unjust alike," said the former philosophy professor. Bennett, at his first news conference, also said the belt-tightening could make people more cautious about spending $20,000 on a college education.

He cited a new report from the Association of American Colleges that concludes the bachelor's degree has lost much of its value. "More of us might start thinking about that ($20,000 investment) with the same sort of care we think about when we buy a car: kick the tires and drive it around the block," said Bennett. "That kind of greater scrutiny and deliberateness on the part of the consumer 'What am I getting for my money here, Mr. wouldn't be a bad thing, either," said the former National En- dowment for the Humanities chairman. Bennett said the reaction to Reagan's proposed budget cuts for the 1986-87 school year have been "way out of line." Reagan asked Congress last week to deny guaranteed student loans to all students from families with adjusted gross incomes above to eliminate grants, work-study jobs and other aid for those with incomes above and to limit to $4,000 a year the maximum federal help any student can draw.

Bennett said the government should target its help on students "who might not otherwise get to college at all," rather than giving some the wherewithal to Murder movie rapped, praised ATLANTA (AP) The first segment of the CBS television movie "The Atlanta Child Murders" was condemned on Monday by civil rights leaders, but praised by some of those depicted in the docudrama, including the attorney for Wayne B. Williams. The Rev. Joseph Lowery, president of the Southern Christian Leadership Conference, said the movie gives a "negative image of black leadership" by portraying black Atlanta officials as bumbling during the investigation of the murders. "I think CBS ought to make prime time available to black leadership" to counter the "devastating effect" of the program, especially on young people, Lowery said.

The movie, which concludes Tuesday night, depicts the string of killings of young blacks in Atlanta between 1979 and 1981 and Williams' subsequent murder trial. Williams, 26, a black free lance photographer and talent scout, was convicted of murdering Nathaniel Cater, 27, and Jimmy Ray Payne, 21, and sentenced to life in prison. Authorities later blamed him for 22 other killings on the list of 29 investigated by a special police task force. The movie, written and produced by Abby Mann, contends that Williams was wrongly convicted and made a scapegoat by city officials eager to end the 22-month- long nightmare of missing and murdered children. Lowery, speaking with reporters in Washington, said the movie was "part of the larger exploitation of black people that's going on in this country." He said the problem stems in part from "the absence of blacks in very sensitive and decision-making positions" in network television.

The city's Afro-American Police League also denounced the film Monday for implying that police and city officials were incompetent and insensitive to the concerns and fears of the community. "We think that CBS owes a formal apology to our police officials and other city officials and the community," said Sgt. Willie D. Cameron, president of the league. Telephone calls to CBS spokesman George Schweitzer in New York were not immediately returned.

The network, after negotiations with city leaders last week, agreed to broadcast an advisory saying the movie was not a documentary and was partly fictionalized. Atlanta Mayor Andrew Young's office received about 10 calls Monday morning about the movie, most of which were critical. But about 150 calls were received prior to the movie, mayoral spokeswoman Sandra Walker said. "People were saying that it was terrible to show the film and that we should boycott the advertisers or run ads in the paper protesting it, "she said. Several people depicted in the movie, however, had positive reactions.
