T.i*«d.y, December New g-r Television In Review Nielsen Ratings 'Jumbled' A A A NEW YORK (UPI) Tile 137G half of Ihc new television season has bten as jumbled as il has been juggled while the networks vied for ratings points on the Nielsen charts. When the season'opened in September, and the Nielsen ratings came in (or the week ending Sept. 2G, ADC was in first place, NBC in second and CBS in last. That was turning tradition around, because CBS had held a virtual stranglehold on the top spot, while ABC had been just as firm a hold on the bottom of the list. As ABC held on week after week it became obvious this was no fluke, with "Happy Days," its spinoff, "Laverne and Shirley" and the new "Charlie's Angels" most often in the top spot.

The season to date statistics from the A.C. Nielsen covering the 14 weeks through Dec. 26, show that ABC earned a 20.7 rating and a 33.1 share, NBC has a rating and a 30.9 share while CBS has an 18.5 rating and a 29.6 share. There has been talk that the old favorites on CBS are getting too creaky to survive, par- licularly since the emphasis these days is on the very young audience. "M-A-S-H" and "All in the Family," and an occasional "Waltons" have been the CBS regulars among (he top 10, with the amazing "60 Minutes" popping into the top20 and this past week ranking ninth.

To really complicate matters, the networks have been "front- loading," juggling "blockbusters" and "special event programing" to make the figures even fuzzier to read. a i a loading the schedule in the earty part of the season with movies' and specials most likely to pull the audience away from the competition's regular schedule. The "blockbuster" means running a high audience appeal movie or special, again to steal the opposition's audience, and "special event" programming can mean anything from the World Series to "Gone WilhThe Wind." Judging by the Nielsen's for week ending Dec. 26, NBC certainly was correct in giving up on two of its new sliows "Gibbsvitlc" and "The Quest," which were the bottom rated regular shows for the week. Very near the bottom also were NBC's three new shows Don Ricklcs' "CPO Sharkey," The McLean Stevenson show and "Sirola's Court," but it's too early lo tell with them because shows need time lo build audience familiarity.

If there was a surprise, it was the third-place ranking of NBC's Monday movie, "The Loneliest Runner." Who would have thought a movie about teen-age bedwetting would have been the third most popular network show for the week? The lop network television programs for the week ending Dec. 26, according to the A.C. Nielsen were: 1: "Laverne and Shirley;" 2: "Happy Days;" 3: "The Loneliest Runner" Monday movie); 4: "Diamonds Are Forever" (ABC Sunday movie); 5: "Charlie's Angels;" 6: (tie) "Little House on the Prairie" and "M-A-S-H;" 8: "Baretta;" 9: "60 Minutes;" 10: (tie) "Bionic Woman" and Doug Hennings "World of Magic." Soviets May Have Matching Weapon LONDON Soviet i may already have a weapon to malch the U.S. Navy's highly sophisticated Tomahawk cruise missile, the a i a i Jane's Weapons Systems said today. Three Soviet missiles, about which very litlle is known in the West, could be "the answer to Tomahawk" and could "threaten the delicate strategic balance," the reference book's editor said.

The Tomahawk missile, capable of being launched from a submarine torpedo tube, can cruise at low levels for 2,000 nautical miles and deliver a nuclear or conventional warhead with an accuracy of a few yards. A nuclear submarine can carry lo 20 Tomahawks and the United Stales eventually expecls lo have 90 such attack subs, Ihc publication said. "It could well be that the Russians are working on a similar weapon," editor Ron Pretty said in the 1977 edition of the Jane's publication, which goes on sale Friday. "Russia and the U.S. have been for position for the past 12 months in preparalion for the next round of (Strategic Arms Limitation Talks) negotiations," Pretty said.

The Tomahawk "was thought likely to be the major bone of contention" in the new SALT lalks. "However, it could well be lhat the Russians are working on a similar weapon," Pretty said. "Very little more unclassified information has emerged about Russia's mysterious SS-NX 13 missile or Iheir two other new weapons, the SS-NX 17 and 18," Pretty said. If so, these Soviet missiles could "Ihreaten Ihe delicale slrategic balance as the five- year period of 'frozen' long range missile levels agreed between America and Russia under the terms of SALT 1 come to an end in October, 1977," the publication said. Communist Leader Released MADRID, Spain I Spanish Communist parly chief Santiago Carrillo was freed from jail on bail today after eight days of imprisonment, the Spanish news agency Europa Press said. Carrillo lefl Madrid's Carabanchcl Prison this afternoon in a black car driven by friends.

His arrest Dec. 22 had set off street demonstrations and protests and a Communist pledge to increase agitation until Carrillo was freed from jail. The release came after Public Order Court Judge Rafael Gomez Chaparro ruled that Carrillo and seven olher parly leaders are lo be Iried for illegal political association. But he decided that Ihey were eligible for bail. From Ihe a i Carrillo waved and smiled at some 50 reporters and Communists who had gathered oulside (he suburban jail.

Carrillo's lawyer Manuel Lopez and his wife Carmen were among the persons with the Communist chief in the car. The release came unexpcctly early at 2:50 p.m. Public Order Judge Gomez had set a total bail bond of $23,000 for Carrillo and the seven other Communists. The ruling came several hours afler the publication of a legal analysis thai was studied in government circles and which found that Carrillo could not legally be tried for any of mosl serious 1936-39 civil war crimes which a servalives accuse him of. He lias always denied Ihe accusations of "alrocilies" and subsequent amnesties have, covered the alleged crimes.

The release of the Communists left the Spanish government with Ihe problem of a second death ultimatum for kidnaped royal adviser Antoni Maria Oriol. The left-wing urban guerrillas who abducted Oriol Dec. 11 have set a Sunday deadline for his execution unless the government opens negotiations on release of political prisoners. The ultimatum, Ihe second issued by the "Antifascist Resistance Group October 1" since they kidnaped Oriol 19 days ago came in a message Wednesday night to the newspaper El Pais. In Ihe eight days since the eight Communists were arrested on charges of leading an illegal political organization, a Communisl-sponsored "Free Carrillo" campaign has slagcd numerous slreel protests which resulted in police intervention.

The note from Oriol's kidnapers was lefl in a cafe lavatory and said that if Ihe government did not announce a willingness negotiate, "We will be obliged by the imperative of our honor lo execute the man lhat during many years martyred, exploited, exiled and condemned the comrades who loday are prisoners." The note ended "If there are negotiations, say it publicly. We will send instructions. We give a period i 1-2-77." The guerrillas are believed to be holding Oriol, 63, somewhere in (he Madrid area although police have so far been unable to find a trace of the kidnapers ortheirviclim. The first deadline set by the kidnapers passed at 11 p.m. Dec.

18. They said they did not execute Oriol then because Interior Minister Roldolfo Martin Villa went on television and gave what they interpreted as a "vague promise" of an amnesty for the 200 political prisoners whose release they had demanded. The latest message followed by one day a hand-wrillen nolc from Oriol to his wife in which he said he was "in fine shape." Oriol, the number four man in the goverment and presidenl of Ihe Council of Stale, is a member of one of Spain's wealthiest and most influential families. friendly neighbor hood good neighbor.
