Its authenticity has been since questioned, and acme argument has been advanced to prove that such a charge could not have been made as it was Inconsistent with the general T'n'ted States. However that may be, wa received yesterday from Judge Driimmond -fclmse'f, via California, a communlca'ioiif urni-sh-lng us with an extract from his char-e precisely the same as that we published.

He asks the favor of its publication in our columns, as he desires to set himself right on the vexed question of polamy, which he apprehends will one diX causerttils nation more trouble than any other. Without coinciding in this opinion, we have merely to say that Judge Drumnuid's wisn Laving been anticipated, we do n-t repuuasn the extract. We take the opportunity, however, jo commend Lis firmness, decision and hones.y theperformar.ee of his duty, arm hope that it -will prove of seme service hereafter. Icncy, nmonnting to or, in other words, 40 men have 420 wives. One of the most remarkable of the peculiarities of Mormcnism cc asists in the success with which it is attended in Europe. In England, especially proselytes, have been very numerous, and Utah has received a considerable portion of Its profitable dupes from that country. We learn also that in the Scandinavian countries their missionaries found a fruitful soil, and gained thousands of converts, rnanv among the aricul-jural classes. From Denmark some of the-se postles to the Gentiles journeyed to Hamburgh Where they firmly established themselves, and have already written a German translation of the Book of Mormon.

They have also penetrated Saxony, and have succeeded in forming a eociety of adherents in the city of Dresden, carefully avoiding any collision with the police, who are ever on the alert for new religious sects, suspecting every new doctrine to be a mere cloak for some political plot. The apostles seem to have plenty of funds at their command, apparently derived from England, with they assist the needy among their proselytes. Several families have rtcer.tly It ft Dresden for Liverpool, where they will meet other converts, and continue their journey to "the New Jerusalem in the reat Interior salt basin of America." Recently fie Mormon community In the city of Dresden urnbered sixty members, males and females, belonging to various grades of society, some of Ihem persons of high intellectual endowments. There is a movement on foot for procuring the abolishment of the present duty on sugar imported into this country from foreign ports. One of the objects of this duty on sugar has been the protection in a measure of the sugar growers of our own country those of Louisiana, Texas, but how far it has been ef advantage to them, or whether really necessary for the promotion of that interest, we cannot say, and have, seen In regard thereto no recent statement. Looking, however, to the present high prices of sugar and the wrow-ng consumption of the article, it would seem that the aggregate production of the article in all the countries of growth was really not equal to the demand. Such, we say, seems to be the case; and if so, the question may well be taken into consideration as to whether or not a continuation cf the duty is a necessary or politic thing At present imported sugars pay 30 per cent, ad valorem, that is according to the value; therefore the higher the price of the article the greater is the duty.

Sugar, if duty free, would be about cents where it is now 12, orC cents where it is now 9. Thus we see how the duty operates as a heavy tax upi consumers, more especially at those periods when the people are least able to bear it in consequence of the high price ef the article. The subject of the removal of the duty is. however, a very important one, and doubtless much can be said by those conversant with the subject, and the other interests bearing upon it, both pro and con. It will be for Congress only to consider the matter and dispose of it on the basis of the facts and opinions which maybe elicited when they come to consider the annexed memorial, which is now being sigued in ten different cities: To the Senate and House ef Representatives of the United States of America, in Congress assembled: The undersigned, merchants and others, residing in respectfully represent: That has become so universal and indispensable an article of consumption as to be not im-prorerly reckoned among the necessaries of life; that the duty cf thiTty per cent, with which it is butdened oh its importation into our country weighs s-everely upon the mass of the people, aiid upon the various trades ana occupations in which it is used as a raw material; that the sugar car.e is a tropical plant which does not enme to perfection in the climate of the United States, that owins to frequent unfavorable seasons, the tendency of the plant to degenerate, and the xtau.ticn of the soil of the sugar estates, more labor is necessary to produce a quantity of sugar in this country than in any other part cf the world from which the commodity is brought; that the making of sugar from the cane is, for these reasons, even with the present high diity.

never likely to become a prosperous branch of industry in our country. The undersigned, therefore, pray that Congress will altogether relieve the people from the duty on imported sugar. Copies of this memorial have been placed at the Merchants' Exchange Reading Rooms and the Corn Exchange for the signatures cf those who favor the proposed measare. It will be seen by a report of the proceedings in the First Branch of the City Council yesterday that new complications have been provoked by the "extra dividend" project of the Baltimore and Ohio Railroad. It will be a matter of surprise to none if such a project should involve all parties in trouble and confusion; for it is impossible that it can be carried out successfully, alike for those engaged in promoting it and for the Interests of the road. We feel no obligation to enter upon an elaborate argument against it.

As we have said before, the common sense of every man in this community, not interested in Its consummation, opposes it; and will continue to do so long after the thing is completed and the proceeds have been felicitously appropriated. lie irxcTiox to Stop a Mcjiicipal Jtjxkht.
