The fact that the UN has decreed sanctions against Rpodesia should not automatically mean the United Sutes will follow suit. (AP) A House Appropriations subcommittee has passed a proposal that would put the state on a two-year spending cycle but strip Gov. Reubin Askew and the Cabinet of most of their budget-adjusting power. While some members said they would try to make changes later, the panel Wednesday sent the bill to the full committee. They say it would give agencies more time to prepare budgets and lawmakers more time to review them. Under the proposal, lawmakers would appropriate state funds in even-numbered years. They could make adjustments during off-years and the new panel would make changes in the interim.

The Cabinet now makes those changes. The bill would give agencies more latitude in juggling their own funds and allow the review panel to review the decisions to release emergency funds. Currently, such Cabinet decisions are final. The legislative review panel would be composed of five senators and five representatives. The bill also would order agency trust funds in excess of the expected expenses in the next year to be handed over to the general revenue fund.
