(AP) A House Appropriations subcommittee has passed a proposal that would put the state on a two-year spending cycle but strip Gov. Reubin Askew and the Cabinet of most of their budget-adjusting power. While some members said they would try to make changes later, the panel Wednesday sent the bill to the full committee. Currently, such Cabinet decisions are final. The legislative review panel would be composed of five senators and five representatives. The bill also would order agency trust funds in excess of the expected expenses in the next year to be handed over to the general revenue fund.
