of which I wroto yoa In my lart, baa become a tow. It to i now before me, and I mat ssr that, eanddertag the Wersted ayttaa of State, patterned after that af the United State, baa been Inrstloa to than a year, and, so far as it baa been tried, to a popular measure, thto new electoral Uwtoaatoataadadoooone. There can be but little doubt that It will toad ta revolution ere Wag, and be the maeaa of tbe overthrow of President Oaplna. By thl tow, an electoral council for each one of the eight State to named, to serve two years, compoeed of Bin member. Three of these ara appointed by tha Senate, three by tbe Chamber of Representative, and three by the President of the Confederation.

The State ara divided Into circles, and tha circle are divided Into districts. Each circle ha a junta electoral," compoeed of seven member, appointed by the electoral council; and each dlstrirt haa five judge of elections, who are named by the junta electoral. Of the law, It to only necessary to say that tt to a flagruit violation of tha oonatitntion, and to expressly designed to perpetuate tha present administration or party in power, and if submitted to, will accomplish ita pur pose. It to understood that in all the State tha Sena tor and Representative will ba taken from the electo ral council; and these Senator and Representatives, on the election for President ef tha nation, are the persons who acrutinue tha votes. It to safe to predict that these men, taken from among the most dishonest and nnserupalous politician of their leveral.

State, will find no difficulty in throwing oat a (ufficient number of vote belonging to the oppoaite candidate to elect their own and thu, the whole power of the nation ia virtually centered in the President The general sea timed seems to be tbat a revolution wl 1 be tbe result of thto iniquitous law, and the Government, by its acts, eeema to partake of the sentiment. For Centres had passed laws, or at last date were dis cussing them, allowing tbe Executive to have hie ex penditure for 1860 upon the estimate for 1Sj9, in case there should be no meeting of Congress next year; to suspend the psyment of the interests on the public debt to close or open port of import or export; to change provisionally the capital of tha Confederation. Tha electoral council appointed for ranama, aitoougn the State haa a Governor from the Liberal party, elected by a large majority, to composed entirely of the most obnoxious of the Conservatives, and this 1 the cue throughout the confederation, In San tanner, the Conservatives, nuder the patron age of the national government, have not made much' headway against the authorities, or State party. They claim to have beaten the latter In battle on tha 27th March, but this to disputed by the farmer. The respeotive parties have each about five hundred men in the field.

Is proof that tha general government favor thto outbreak, and to assisting tt, it to only neces sary to state that of the six persons ia Santander appointed by tha Chamber to compose tha electoral council, five are prominent leader in the revolution In the State of Cauca, adjoining Panama, a good deal of excitement exists on account of the new electoral law, and from other causes of a political nature, and an outbreak to feared. It is of some American interest, becauBe the Dnke wu married to a Baltimore lady, one of the three sisters, daughters of Bicbard Caton, and grand daughters of Charles Carroll of Carrollton, who were married to English Peers. They were, the Duchess of Leeds, better known, before her husband's accession to the Dukedom, as Marchioness of Carmarthen the Marchioness of Welleeley and Lady Stafford, wife of Baron Stafford. All these marriages proved unfruitful.

Tbe Duke of Leeds never had any children. His titles and estates go to his cousin, Lord Godolphin. The Marquis of Welleeley had no legitimate issue. His afar qnieate is extinct, and his Earldom of Morn ington and bis other honors, went to his brother's family. Lord Stafford was a widower of sixty five, with eleven children, when he married Miss Caton, and the title has descended to the son, who is older than his father's widow.

Notwithstanding these alliances with the highest British nobility, no blood of the last signer of the Declaration of American Independence has been infused into the British Peerage. Caton himself, the father of these ladies, was English born. But tha line of Charles Carroll is not extinct. The American branches survive, and thrive, on the soil of Maryland. The late Dnke of Leeds was not a remarkable man.

lie was a very wealthy nobleman, residing on his estates, and meddling very little with public affairs, although by association and family connections he was of tbe Whig school. The family name was originally Osborne The titles date from the of the seventeenth century. Sir Thomas Osborne was created a Baron and Viscount in 1673, Earl of Dauby in 1674, Marquis of Carmarthen in 1689, and Duke of Leeds in The full name of tbe late Dnke was Francis Godolphin D'Arcy D'Arey Osborne, tbe additions I names having been brought into tbe family ky marriage with heiresses. Be was the oldest representative through the female line of tbe celebrated John Churchill, Duke of Marlborough. An elder (laughter of the great Duke married the Dakeof Leeds tbe younger married an Earl of Sunderland, and the Marlborough title was entail ed on her male descendants.

The late Duke was also representative in direct line of Go dolphin, the celebrated Minister of Quean Anne, and tbe heralds trace his line up by several streams to the royal Plantageneta. But with all these advantages and incentives tbe.mett tbat was ever sid of him is that he was a very respectable and quiet gentleman The Slaver Wanderer.
