4--Corbin Sunday, November 22, 1970 Return To Poland West Germany Gives Up Area By FRANK CREPEAU Associated Press Writer BONN, Germany (AP) West'Germany and Poland re- leased today the text of a histor- ic treaty to set up normal rela- tions between the World War II enenemies and declaring that the controversial Oder-Neisse line is the western Polish boundary. The treaty, an important step 'in Chancellor Willy Brandt's policy of normalizing relations with the Communist-Eastern bloc, in effect renounces any West German claim to 40,000 square miles of the former Ger- man Reich east of the Oder and Neisse rivers. ABrandt called the treaty a "concluding chapter and a new beginning." Recognizing the controversial, nature of accept- ing the Oder-Neisse line, Brandt' urged Germans'expelled'from those lands not to cling to bitter- ness but to think of 'At the same time, West Ger- inany said it had exchanged notes with the three Western al- United States, France and Britain--underscoring the continuing rights and responsi- bilities of the three Western al- i lies and the Soviet Union in Questions affecting Germany. The notes said that treaties involving the four powers after the defeat of Nazi Germany are not affected by the West Ger- man-Polish treaty. The new treaty closely follows the line laid down in the Mos- cow-Bonn nonaggression treaty of last August--the keystone of Brandt's Eastern policy.

Both treaties are based on recognition that "the in- violability of the borders and the respect of the territorial integrity and sovereignty of all the states of Europe in their present boundaries is a basic precondition of peace." The treaty does not use the word "recognition" of the Oder- Neisse line as once 'demanded by Poland. It says 'only that Poland's border is the same as that drawn by the victorious Allies in the Potsdam Agreement of 1945. The Pots- dam, Agreement set the -line pending a final determination in a peace treaty. The West Germans felt they cannot recognize a line that can only be set by a peace treaty in which the Allied governments participate. But the practical effect is for- mal acceptance of the line.

Despite rising costs, the apartment industry is booming, with the government playing an increasingly large role, in- dustry sources say.
