The Sioux Gateway Airport Authority has been self-supporting since fiscal year 1992-1993 started on July 1 last year, according to Randy Curtis, director of aviation. Sioux City budget figures confirm Curtis' claims. Sioux City taxpayers subsidized the airport with $96,000 in fiscal year 1991-1992.

But as of the fiscal year starting July 1, 1992, the airport has gotten along without subsidy. In fact, according to city budget figures, the airport authority actually paid the city $189,317 in fiscal year 1991-1992 and will pay another $183,691 this fiscal year and another $187,123 during the year starting July 1993. For about three years, members of Siouxland Aviation Historical Association have been tossing around the idea of building the Mid-America Air Museum.

Now their ideas have taken the form of rough architectural drawings and gotten the conditional green light from the Sioux Gateway Airport Authority. The substance injected into the exhaust depends on what causes the odor, Nolan said. The city wastewater treatment plant has been operating with one since 1991, Nolan said. "We're darn near odor-free down there," he said.

Nolan said people still blame the wastewater treatment plant in Mor-ningside for most any smell they pick up. "We still have the concept in mind that every smell in Sioux City is associated with the wastewater treatment plant," Nolan said. Nolan said the citizens committee wants to use a cooperative approach to the odor ordinance. The ordinance does give the city power to order odor producers to correct the problem. In the worst instance, the city could use court action to force odor elimination, according to the ordinance. The system also provides for various appeals of review board decisions, Nolan said.

So far businesses have been cooperative and citizens have greeted the odor ordinance well.
