Carlin, nominated to lead the National Archives, faces Senate confirmation hearings today amid growing complaints from historians and archivists that he is unqualified. But with the backing of President Clinton, on whose campaign he worked, and the support of fellow Kansan and Senate Majority Leader Bob Dole, Carlin's nomination faces no apparent opposition in the Senate. Simpson's defense suggested Monday that differing DNA levels in bloodstains showed evidence was contaminated. In a cross-examination hampered by many sustained objections from an impatient judge, attorney Barry Scheck tried to advance the conspiracy theory by having the expert witness interpret a DNA test known as DQ-alpha. Scheck also framed a hypothetical question about whether a test result could be interpreted to suggest that a blood drop collected at the murder scene contained Simpson's genetic material only after it was touched with some of Simpson's blood. Witness Gary Sims, a state Department of Justice scientist, said he didn't understand where Simpson's blood came from to contaminate the sample picked up on a walkway near the bodies of Nicole Brown Simpson and Ronald Goldman. "Let's not worry for a minute how it got there," Scheck said.

Sims shot back: "I would wor- ry. After Scheck tried several more ways to pose the question, Judge Lance Ito finally asked Sims: "Do you understand the factors involved in the question?" "I think I understand the first about half of it, and then I kind of lost it on the second half," Sims replied. The jury also didn't appear to be following. When Sims finally said that one reading of the DNA test could perhaps suggest contamination of the walkway drop, none of the jurors took notes. Most of them stared into space.

Carlin meets the job description, but congressional staffers say those concerns are outweighed by the need to fill the post with a capable manager. Still, Carlin's nomination presents a dilemma for the Senate Governmental Affairs Committee, whose chairman, Sen. William Roth, was a key player when Congress made the archives an independent agency in 1984. Roth has not announced a position. The archivist guards such historical documents as the Declaration of Independence and the Constitution, is the trustee of presidential records and plays a role in the disclosure of documents after a president leaves office.
