13 TOE TIMES, WEDNESDAY, JUNE 20, 1900. THE WAR EMBARCATIOX OF TROOPS. TTLBCBT, Joxi is. Ila Stint Andrew, Passport No. 73, sailed this afternoon with draft of the lOlti Hassan (SO), the Norfolk Regiment (277), and tho West Ridinc Rosbacat (120); with maounts.

Civil Vetmnary gurgvea. Mr. B. Phmkett. Tho West Hiding draft camo from Oork and did not arrivo till nearly 3 o'clock, whereas tho other troops and all tho horses wore embarked before 11, so that a long wait interrened but tho ship got o3 in very pood timo and excellent order.

Sho is ono of tho flnost horse transports in tho fleet, and mado a most successful Yoyage last January at time when very few good voyages woro being mado. And yot influenza was rife among tho hones. Tho experience is jnstrnctiTp. Somo 30 or 40 cases of influenza occurred on board, but tho deaths were only 2'8 per cent, cf tho total number carried. Carrying horses is tho special business of the line to which tho haint Andrew belongs, and Captain Fit jrerald, who commands her, is their most experienced officer.

Ho had tho sick hones brought up tn tho upper deck, where most them quickly reeoTcred. Of course, this was, done in lino weather and warm latitudes. It has been dono with success in other ships. Fresh air to bo tho most cflectivo treatment for influenza, but caro must bo taken not' to lot tho horse catch cold. Tho difficulty is to hit tho happy moan.

I notice that the borsoa going out now are all carefully clothod In warm rues, how cYcr hot tho weather may bo. In tho winter, when it wa bitterly cold, thoy often had none: To day It was distinctly hot on the hono deck, but tho animals remained sweating In tholr thick 'loth until Colonel Walters, tho veterinary o3ioor, cmio down and had them stripped. It would Ni hotter, now that wo are in summer, to strip each horse in tho sheds oti detraining and before going on board. Considering what an excellent ship tho Saint Andrew Is, the Goreru raent does not appear to havo got much tuo out of her. Sho has been kept on under charter since January, but has mado only ono) voyage, haTing been lying Idlo with fires banked in Table llay for about throe months.

Yet she has never taken coal on board since hor original departure from Uie Thames on January 22, and sho arrived back the other day with by no moans empty bunkers. Such Is tho capacity these modern cattlo boats. Tho suggestion has been nade lt Is said by Lord KItchenor that ships cf this class should bo used as portablo arms factories, and thero no doubt that with their iron dock and largo 'twecudock spaces they ould bo readily adapted to this purpose. Tho Piccuiore Is duo to go from hero on Saturday, and tho Orotava on tho 28th. Tho triko lus not afted work much at thoso docks, except that tho men havo boon rutiior casual and capricious.

There havo boon sporadic cetuaUons of work, but not enough to interforo seriously with tho preparation of tho transports. Tho stevedores: gcnorally coino up to tho scratch at the last moment when they know a thing has got ut be dono, after tho manner of their countrymen, but whether tho Government Is gottlng Its money's worth In labour is another question. Tho Admiralty officer now In chargo of tho trans lorta at Tilbury is Captain Ilcathcoto, while Commander Allen looks after tho Albert Docks. Both officers havo been for somo time: on the Thames stall, and are thoroughly familiar with the work. Captain Bradford, until yesterday senior officer for tho Thames, has been on, a victualling committee, and has Riven up tho transport work.

His tenure of office! on the Thames has been marked by great efficiency and smooth working. THE NAVAL AND MILITARY BAZAAR. Every one was agreed yesterday that nothing in the way of a bazaar could bo prettier than the stalls and arrangements generally at Olympia. But, unfortunately, there was also general agreement during tho early part of the afternoon that the number of purchasers was small. Thero were plenty of people about, bat, as ono disheartened saleswoman put it, everybody is trying to sell." Later on, business grew better, but the first day's takings must havo been rather a disappointment.

It will be a great pity if tho bazaar is not made a success, for It really is a wonderfully gay sight. Such a medley of pretty faces and bright dresses and uniforms and military rrrsignia and military bands can very seldom be seen, and the homes for disabled sailors and soldiers deserve every one support. So thero is a duty to be discharged and a pleasure to be tasted at one and the same time. Fancy dress is a great help to the liveliness of an affair of this kind, and the fancy dresses at Olympia are exceedingly effective. Officers' full dress uniforms are.

generally handsome, and when their sisters and their cousins and their aunts take hints from them they may bo trusted to borrow their most striking features. The ladies who go about in the long red riding cloaks of the Househo Brigade must find them rather warm, but they havo the consolation of knowing that they look vastly flno. Tartan sashes, too, have a very good effect over a white dross, and Highland bonnets suit pretty faces to admiration. Tho ladies at tho Gordon Iligh anders' stall, by the way, wear a costumo copied from that which the beautiful Duchess of Gordon wore when sho recruited tho regiment with a thi Jlng between her Hps. Two llttlo girls belonging to the WeUh Fusiliers look very protty In ml clonks and steeple hats.

Tho other helpers at this stall havo on tho backs of their Kton coats tho flah that the strips of black ribbon which tho officers, by Royal rmnnlwdon, havo worn ion tholr back vyvr slow thoy mtwd to mr rlbUn to Uo their wigs. A curious olnwrvpr noticed ytv trrday that tho tuw of tho rgltnoiit who am btUcbed to tho stall ttlo had thiwo strip of hlAck mjwij on to Uiolr ttinlw Just below tho nape of th and Inquiry rtvoolpd tho Interesting tact that tho Quwn, only woek or two ago, granted ponnMon for tho privates to sharo tills reelrncntai distinction which Imi ro long been enjoyed only by tho officers. Thero aro soldiers at nearly ovury stall, many of thom bronzed by tho Houth African sun' and most of them looking as If thoy would rather bo facing tlio foo on the veldt than doing duty at this fashlonablo function. Tho shin stalls aro guarded by bloo tickots, and hoveral cheery ralddlns are help rig to got rid of tho wares displayed, Thero it riot much khaki to bo been, 'though there area couple of OenUumnn In Khaki the ParwdUa Contingent utall, jm as wj, Khaki is the thing, AwH, for a working unlfonw, bnl (nr mi opin llkp thl bright priiour re more deirftltlft principal WMitent of Mm MU wru loytthftl itpoo yteftljr.
