Officials Will Study Salmon C- Thursday October 27 1966 THK MODESTO BEE Outdoor Outlook By Taylor Lewis SACRAMENTO (UPI) At the base of the Sierra in Central Claifornia sits Friant Dam a multi-million dollar monument ot capacity to destroy natural environment Now ready to launch a follow-through enterprise which could destroy the belated salvage operation But all is not yet lost Most certainly but not all Federal and state agencies will begin a series of conferences in Sacramento Tuesday to consider proposals which could salvage the salvage operation Friant Dam a project built in the late 1940s by the US Bureau of Reclamation virtually destroyed the great salmon population which migrated annually up the San Joaquin River into spawning grounds of the San Joaquin Stanislaus Merced and Tuolumne Rivers In the early 1950s the Bureau of Reclamation began pumping Striped bass action has been mainly in the delta for instance these four from different spots: Richardson of Ripon 20 pounds 7 ounces from Santa Clara Shoals Rex Sitsler of Empire 22 pounds from White Slough Dwight Wimberly of Modesto 24 pounds from Isle-ton Bill Allen of Ceres 9 pounds from Middle River There have been a few reported sighted in the Tuolumne River in the Modesto area but none reported caught the past few days Salmon Scene Salmon are on their spawning ways in the Stanislaus and Tuolumne with being seen by Ripon anglers and a by Modes- gal Outdoor Outlook to fishermen One man fishing the Tuolumne near Modesto had a giant on too much for his reel Of course it sure is not like good old FISH HARVEST AT Nearly eight tons of fish make the water boil as they are brought in to a loading barge in a 1000 foot net in rescue-rough kill operations yesterday at Woodward Reservoir Nova Odneal left works the pocket of the net Don Barnes center uses a hand net and Rod Waring right picks game fish out of the churning mass Bass catfish crappie and bluegill were relocated rough fish such as carp hardhead and hitch were taken by the Max Odneal crew to sell for meal and food water front the delta Into the Deltu-Mendotu Canal at a point near Tracy The ping causes a periodic in key channels of the San Joaquin Delta The upstream flow disorients the migrating salmon and washes striped bass eggs and larvae into the irrigation canal Pumping Setup Next month the Tracy pumping operation will be stepped up to feed the San Luis Project another reclamation facility On top of this the State of California gets into the act in 1968 when it begins pumping water from a point near the federal Tracy plant into the California Aqueduct Friant Dam destroyed the great salmon run by lowering the flow of the San Joaquin River The pumping imperils the chances of rebuilding the population Increased i could ltfll it entirely The solution is the Peripheral Canal which could carry both federal and state water around the delta into both the California Aqueduct and the Delta-Mendota Canal eliminating the pumping and its adverse effects Seven Years But completion of the peripheral capal is at the very least seven years away In the meantime the pumping will be increased year-by-year What happens in the crucial interim before completion of the proposed peripheral canal is in the hands of the Bureau of Reclamation State Department of Water Resources US Fish and Wildlife Service and State Department of Fish and Game Proposals to minimize the effects of the pumping will be presented by George Warner head of fish and Delta Fish and Wildlife Protection Study His proposals include: of pumping lor a four-week period beginning about April of each year to minimize the siphoning off of freshly spawned striped bass eggs and larvae Temporary Barrier of a temporary barrier at the head of Old River each year between Oct 15 and Dec 1 to eliminate the destructive in the San Joaquin River which makes the salmon become and prevents their migration to spawning grounds Sprig Time There are expected to be plenty of ducks to shoot at most places this weekend with prospects good to excellent on a par with the opener over-all very fine as expected but not quite as good as figured around Los Banos and Newman The south wind a good number ol ducks from the Los Banos-Newman opening weekend and there are just a few more in that area now sticking closer to the refuge A guesstimate yesterday put the number of ducks at 700(K) at the Los Banos Waterfowl Management Area plus 400 snow geese At the Merced National Wildlife Refuge which will open Saturday the count was 00500 ducks and 300-500 geese three times as many as last week and more figured to come winging in Hunting pressure at other spots was credited with sending in the new arrivals but game men there are expecting twice that many more when the weather starts the major influx incidentally the weather is blamed for keeping Merced down 100000 birds from this time last year Let the cold winds blow! Could Be Repeated The fabulous opening at Mendota Waterfowl Management Area could be repeated cloudy and windy weather began yesterday which could up the count from the 60000-70000 figured there now There has been no new migration since hunters killed more than 10000 over opening weekend Among these in on the Mendota fun was John Spenker of Modesto who pointed his to bring down seven sprig with 10 shots Two other Modestans Jim Hoagland and Tom Crockett headed the other direction to Delevan National Wildlife Refuge above Sacramento to harvest their limits all sprig Hoagland said they saw very few mallards there among an estimated 150000 birds Angling Atlas The Snelling potholes gave up limits of black bass to a Modesto trio using red and silver rebel lures: Glenn Lof-ing and Gary and Ron Another Modestan Richards really hit a double-header in the Tuolumne near the Highway 99 Bridge he threw in a silver spoon and pulled out a 7 pound 12 ounce salmon and even more exciting a 5 pound 2 also bagged a five-point and a big forked horn deer Although it took them two days to get their kills out of the rough terrain they rated it "worth every Bee Photos by Chock Rogers MAKING THE
