Their speculations upon the affairs of Naples are as various as the political opinions of the several journalislj i On the late rumoured conspiracy, and its detection at Paris, they are totally silent. This, however, neither shake, nor confirms our belief; but leaves the matter just where it There is an odd insinuation, under the bead of Lay bach, thrown out that Lord Stbwart waits at Vienna for an answer to a note of his recently sent to Prince Mcttib nich, and Count Car. d' Istbia, we suppose, before it is certain whether he will attend the conferences at Laybacb.

An article, under the bead Curacoa, in the American papers, gives a lamentable account of tbe sufferings of certain British officers and soldiers taken prisoners in the war on the Spanish Main. Our countrymen will recollect the earnestness with which we deprecated that service. Tbe extraordinary, unexpected, and we wQl add, grati fying intelligence of an armistice in South America, settled between the representatives of the Spanish Government and the President of Columbia, reached us yesterday. A jour nal of the Island of St. Thomas, which does us the honour to copy our title, calling itself St.

Thomas Timet, is the chief organ through which the particulars of this trarrsaction have reached Europe. The articles of the treaty will be found in our columns, and we hasten to make an observation or two on their tenour. In tbe first place, humanity" will rejoice at even the suspension of the evils of war, of which probably the effusion of human blood is far from being the greatest. The depravation of the human character, the "hardening and debasement of the human heart, are moral evils of a deeper and more lasting kind whilst famine and pes tilence, which usually follow the footsteps of the warrior and accumulate fresh victims, torture before they dissolve the mortal frame. A suspension of arms is, therefore, a blessing in possession, and usually inspires the hope of another in reversion that of permanent and solid peace.

This Columbian armistice possesses the Utter character, and will not, we trust, frustrate expectation. The terms of the armistice will be best learned from the perusal of the document. There is no question, we presume, but that it confers advantages on the late insurgents, but advantages which were absolutely necessary to the signing of any temporary treaty, and for which, therefore, the other contracting party ought not to be blamed. It is observable that the Spanish constitution is acknowledged by the Patriots but this is no acknowledgment of supre macy, as might be supposed on the first glance for it will be perceived, towards the close of the treaty, that the go vernment of Columbia also is spoken of as a substantive independent institution. The acknowledgment meant, therefore, is simply the recognition of the present form of government in Spain, as distinguished from the last.

Without this, the Columbians might hereafter elude the treaty, on pretence that the power treated with was not a legal one, or not established. It is impossible at this distance, and with imperfect maps, to discuss the relative advantages of the line of demarkatlon but it is important to observe, by Article the 13th, that though vessels of war from Spain may relieve an equal number now on the Columbian station, yet no more troops can be landed on the Main, even though such were on their way out at the signing of the treaty. Our hope is, and our advice would be, if we had the power of giving advice, that Spain would telinquish her do minion over her trans AtUndc possessions a dominion, of the uncertainty of which she must now be but too sensible, and which, if it were in her power to re establish it, would only leave her exposed to an incessantly growing and more powerful enemy. Above all, an attempt on the part of the mother country to regain Columbia by war is to be deprecated but even should this well boding armistice terminate in renewed hostilities, it is satisfactory to know that, ac cording to Art. 14, these are to Deregulated and modified according to the principles established among civilized independent states, and not to be carried on with the ordinary ferocity of civil warfare.
