Uataaamt It appears that the German papers inTe credit to the British GoTcTnment for bang tlinxMed to co oDcrate? actively with the serenl states situated up the Rhine, in measures calculated to obtain from HoIUnd the free TJAYigmtion of that important inlet into GermAny. The Dtilce of it seem, presented a note At the Congress of Verona, in faronr of that object; and it is therefore presumed thst his Grace will now, from a recent occurrence, be ready to enforce his fonnff representation upon the Netherlands. The question perhaps, not a Tery simple one.

If the latter GoTemment ha barn in Any mAnner pledged to open the psasagc of the Rhine, doubtless it may be called upon to redeem that pledge by nations interested in it fulfilment. Eyen if not bound by any positive obligation, the Government of the Netherlands would be guilty of a failure in the office of friendship and good neighbourhood, by obstructing the innocent and useful intereours of nstions occupying the interior of the continent with those which can no otherwise find access to them but bv th great river of Europe. If the city of IlAmburgh, or toe iking ot UistarjLRK, should venture to shut up the Elbe, what would England or Prussia say to them The case made by the Netherlands is not before us if it be not a far stronger one than we have yet any reason for supposing, it is difficult to imagine tht a Prince of so sound An understAnding, and of such ex empUry honour, integrity, and benevolence, as the exjtinghcd of the House of Ora.no will continue to check the free course of commerce, or to withstand the wishes nd hurt the interest of his closest friends and allies. Whoever ha taken the trouble to read attentively the observAtions made from time to tira in" this journal on the state of Irehmd, will recollect, tlut when the cHsfranchiserneTit bill was first named to ParuA ment, we predicted the necessity of providing for that change which the measure would produce, or nither Accelerate, in the relation between landlord nd tenant, throughout the island, by tome phut of relief and protection to the poor. Immense numbers of poor pea.

sabU were invited to settle on landed propertie in every part of Ireland, in the character of 40. voters. EstAtes were minced up into the smallest portions, for this one politic! object. The young men made into freeholders invariAbly took wives, a a necessary Appendage to the freehold residence; and this subdivision of the land was speedily followed by an enonnou increeof the population. The object for which uch a mass of people was created And located no longer exists and the wretched peasantry will be banished as rapidly as the law will enable the landlords to oust them from their henceforth useless holdings.

Nor will it be at all requisite thAt the landlord should put off th fulfilment of this purpose until the regular expiration of the leveral leases: the poor Irish tenant is alwsyi at his landlord merer. leans hi rent i. at all tirae in arrear. Then let us ask what become of tteraynadtf destituterw jde? Cananyhmianneart COTtemplatethe oieriecorthdrcoTioUtionwithemtA dering We are aure that the Duke of Wnuxtrnw CAnnot we are pure that he who spoke with such manly abhorrence of eml war cannot look with Indifirrenee at the deatructionof more than half a million of helpless wretches, doomed to die of cold and Iranger the worst taUmitif attendant oa that verv ut of wUckaVsdepraaies. ystem of poor Uw Into IrtUnd do not uy the modem Engliah system. We do not mean to allege quite positively how much of that system, a at present operating, ought to be rejected, how much of the original law of Elizabeth ought to be adopted, or of that which restrained the erection of cottages for the unprovided poor. The law of Scotland, we are assured, works wrQ Scotland, and at far less comparative expense truin the system which now prevail throughout this country. In Scotland it is said that few or no questions arise, or at least proceed so far as to be litigated with regard to tettkment a branch of the subject which, with us, it to prolific of laws suit and of barbarity towards the poor themselves. But in Ireland, we are thoroughly convinced that something roust be done, and done without procrastination, for saving the peasants dis franchised and expelled as they are about to be irom aosoiute destruction to themselves and children by famine.

That there will be a violent resistance to All such proposals, we Are well aware and so, wc doubt not, are llu Majesty's Ministers. But little need the Dule of Wellino Ttm, if once satisfied of the rectitude of his own policy, 4ittU need he dread the opposition of selfish, sordid, and unfeeling men to an act in which all the enlightened and generous of the upper class in both countries, and all the lower, without exception, cannot fail to lend him the most cordial and grateful rapport. The second expedient mentioned by our Dublin letter is colonization but that is a large subject, on which we have not time nor spac now to enter. Other and more obvious and less expensive expedient should first be tried certain at least we are, that colonization, except on a very large and therefore costly scale, is gocd for nothing. It is with pleasure we find that a statue is to be erected, in or near the city of Dublin, to the illustrious Chief by whose energy, under the Auspices of His Gracious Master, the great national measure which will bind us all in unity has been carried.

The advertisement, in our paper of to day, announces the commencement of the measure; and the rank, cone quence, and wealth of the persons engiged, ensure its ultimate success. The facts which Mr. Hobhocse mentioned, and the anecdotes which he related, in his application to Parliament respecting select vestries, were curious enough. He obtained his committee for th investigation of the subject, which is all that can be at present desired. Select vestries, it appears, are of ancient standing nor is it easy to conceive how the concerns of a large parish can be managed, and its accounts audited, in an open vestry.

It is the principle of self election, and that of self propagation, with which we are disposed to quarrel. Let the vettry, wher a select one is required, be freely and openly chosen by the inhabitant householders paying rates, and its duration limited, and we believe all parties would be satisfied, and th interests of the parish best upheld. We should think that five years might be a proper period for the existence of a select vestry, th members being re eligible and that theplace of individual member dying might be filled up, for the rest of th period during which the vestry was to last, by the vestry itself, without calling the parish together for th election of a single member. Hut all the inhabitantinhabitant householders should have the power of choosing the vestry at the general election. A correspondent, who signs himself Practical," hss favoursd us with a letter on the com trad, wherein he denies that the heavy duties now imncwed unon the importation of foreign com give the English tanner a monopoly of the corn market, because Urge supplies have been brousrht into the country since the month of hut November.

Now it affords a tolera ble measure of the reatonablenet of the landed interest, that one of it Partisans should affect tn lv aatnnialie.1 at any outcry being raised against the exclusive advantages enjoyed by the tnglish grower over the foreigner, Ivcauit the monoiiolT does not amount to an absolute and perfect prohibition. It is true that corn lias been imported since November, and without such importation tens of thousands of oeonle would have perished of hunger before now. But if there had not existed such a tix as to shut out foreign corn in the average of cases, from this country, the failure of the English crop would not haie been felt with such extreme severity try the bulk of the British nation, for there would luve been a larger quantity of corn raised in loreign countries, to meet the possible demands of this, And there would liAve been a suffi cient amount of foreign grain stored up, to mitigate tne evu consequences of our domestic scarcity. The letter writer. howeer.

tells us. that the Inch price is only from a failure of the crop," and he allege that failure as a reason for not further distressing the British farmer bv the addition of a re duced price, to the loss occasioned by a diminished narvest in other words, the writer proposes, that the fanner crop should fail, the country is quietly to suffer starvAtion rather than seek tlscwhcrc that supply of food which the said farmer is unable to furnish that is to say, make the suffering universal, when nature had only made it partial and sacrifice the great body of the people, that rents may be naid by famine prices. It is fortunate that iniquitous proiects are cencrallv supported by arguments or assertions so monstrous. that every man in his right mind must at once percehe uieir laiiacy. fceu wthonl roii, quoth tins tenderhearted agncuTturist, fanners can hardly lire If the land, then, can paT no rctit at ull.

the miarhier on his own showing, is without a remedy; because the kingdom, in that case, must infallibly be thrown out of cultivation, and wemrrrhaie foreign corn. It is a dangerous thing for an advocate to prove too much. msimsFm, HONK Y.ttA RKETund CITY INTELLIGENCE Wednesday Erminjr. A further decline of 4 per cent has taken place today in Conwrls, which closed at H7i to for the Ac ceunt, and the depression, though tnfling in itself, has gone so contrary to the expectation which a thort time back were entertained, that a degree of alarm lias spread among the stockholders far greater than the circumstances would seem to warrant. At it usual whenever the money market is in this state, vinous rumour pot into circulation, but it ia usekn tti recapitulate has evidently originated in mere conjecture. Some of tlie large capitalists appear to liave been selling stock on a calculadon that its value must, in some degree, be affected by the state of our internal trade, united with the rather doubtful aspect of foreign politic, which sales influence jmcen ami the speculators, who know nothing, have recourse to their invention for an explanation. The foreign marlet, partly in consequence of the account therr, ha been subjected to rather more fluctuation than usual, but causes connected ith foreign olitics have al bt.cn in action thirc.

The decided determination of the Court of St. lVtersmirgh to pro socute the war in Turkey with extraonlinarv vigour, has been felt in the value of Russian stock, which has fallen nearly 1 per cent. The last price was 9 ty It has ben however, that the credit of Russia has been maintained throughout tins struggle far better than could have been calculated upon, though it is far from being obvious by what agency this has been accomplished. It is owinc, probably, to tbe persuasion generally felt among European capitalists, of me grsai resources of the country compared with its amount of debt, which induces them to support the stock, by making investments in it wherever it is circulated, and even to make further tenders of assistance in money on advantageous terms. Thu a small loan raised last year in Holland for Russia keeps nearly at par; and another, negotiated this jear under the name of a Polish loan, circulates 'at a still higher value.

With all this facility of credit, good management is required to sutam it and it it more than probable that if a very large loan were required, it could not be raised without cither a consuliTable saenfice in price, or some chance of policy towards Turkey. Portuguese and Brazilian stork have both fluctuated to tlay, but in different directions, Brazilian having falVn and Portuguese risen aliout per cent; Danish bonds are per cent, lower the others have not varied materially from the prices of yesterday. Cape of Good Hope papers to the 1st ult.haie been reeched to day. The cultivation of land in that colony has become a subject of much attention, there, and it ppears that out of the quantity of land which has hitherto been found capable of fielding rent to th proprietor, too small a portion is under cultivation. The best and most favoured spots in the colony on that account iM barely the common profits of the capital necessary to their full and effective cultivation.

Although it is a fact that considerable prices are given for some estates in the colony, it is contended that they are not given for the present value of th land, but for the capital and labour sunk by former occupants. Unoccupied land sells for little more than the charge of a Government survey. Iate instances on the London market have sufficiently ihown how much the cultivation of wheat at the ape deserves the attention of its inhabitants and the encouragement of its Governors. If too great an advantage is not sought to be derived from the industry of the farmer, who, in most case, i likewise the land owner, the produce of wheat cannot fail to become a source of the greatest protpenty to the Cape Colony. We have account from Singapore to the 5th of De cember, but they bring nothing of importance.

FIRE AT WESTMINSTER ABBEY. Whatever opinion may prevail as to the cause of the late fire in Westminster Abbey, there is some consolation in knowing, that the damage occasioned by it is very trifling. Two pounda would repair the injury inflicted by the conflagration, which is meraly the burninrj of a screen or partition, formed out of a cast off scene once used at the Westminster plays. This screen was put up some time ago, to exclude one of the nooks or recesses in tb calWv nearlv over the communion tahl, and the spac thus enclosed was used as a sort of lumber room. It is a part ot the buildm? into which no ncrson has accrss.

except the workmen usually employed in repairing the nuu mere are no repairs In progress at present, the cause of tlie fire is involved in mystery. No combustible matter has been found, nordoes suspicion point to any particular individual. Yet, supposing sn incendiary to have been cmnloyed.it was exactly the spot upon which, ith a knowledge of the localities of the edifice, he would have gone to work. Itis in th centreof the Abbey, and communicates directly with the roof of th north transept which was destroyed by fire 26 years ago) the materials afforded some little fond for roinKii.tirtn the embers, when ignited, must fall upon the seats of the portion of the buildincr used for ilUine rvln. of course extend the conflagration.

It is true these are all ague grounds of conjecture, but in the absence of specific facts, rumour is busy in assigning a sinister cause for tlie occunence. The magistrates at Queen square, and the Dean and Chapter of estminster, are anxiously engaged in inquiry but as far as we can learn, they have as yet thrown no light upon the m)stcry. When th fire was first uncovered, the arfcarance was alarming, from the dense mat of smoke whieh had collected in the body of the building; but the timely assistance which was provided soon put an end to the alarm at first excited for the safety of this ancient structure. A troop of Horse Guards were in attentlance as soon as the fire was discovered, and the most ready and efficient service was rendered by the hrc enginc employed on the occasion. Since this was written, we have received a report from Oueen square, wliich makes it probable, that the fire was accidentally occasioned by some fellows, whose purpose was plunder, not conflagration.
