10 THE TIMES. parOBER 1 IRISH PEACE. PROBLEM OF SETTLEMENT. AN ONEROUS TASK. FRO A SPECIAL l8POImEICT Calxnrt CommiUer to whom baa been entrusted the framing of a measure of self- government for Ireland have before them a task which win make the utmost demand upon their ability.

The situation which they face hem been complicated by previonsv failures end mistake and the rod i strewn with tie shreds at political reputations. There ere pate end personal commitments at nCIV turn. II the requirements of the Govern meet are to be met. the Committee moat work Against time Me ooneqontIv they will always he liable to thetemptation of permitting On Itmtionil of speed to prejudice round judgment. Difficult though the task is it is relieved by three factors which confer a very practical advantage.

First the Committee represent a coalition. and because of this and of the act that all parties in Great Britain do a solution they may hope for i smallfr vrfumo of Parliamentary opposition to any reasonable proposals than other would. reformers of the Irish rmMent have encountered in the pnrt. Secondly they are rremiroftbly free upon the necessity of supporting their recommendations by evidence of Irish mcnt to them. Thirdly.

they have too advantage of the recent experierce and ours of the Irish Convention. In their outlook upon Ireland tile Cabinet Ommittre encounter en initial perplexity woed by the feet. that many of' the old land-marks have been swept away by the tide of Sinn Fein. There no longer exists an Irish Parliamentary party which has. the authority to speak and.

to negotiate for the Irish people. The remnant of that party is not likely to render much utarice at this juncture. Constitutional Nationalism may foresee an opportunity of regaining seme popular in Irelahdby a defme of the Irish cause in Parliament during the passage of any legisla tin that maybe introduced. From Sinn Fin there is unlikely to be any. thing but opposition. Its strength like that of Sir Edward Carson is to sit still. The attitude which would be most in accord with the peat conduct of its cause would be one of scornful sJoofn a and complete negation. Unionism can only expect a compromise of its position or.

All parties in Ireland have therefore strong inducement to. leave the whole onus of construction upon the Committee contenting themselves with a general warning against any departure from the policies which they have respectively declared. This position not only increases the difficulty of any process of negotiation end adjustment but it imposes on the Committee the necessity of a nice discrimination.

It. wilt he their duty to sift the demands of Nationalists of Sum Feiners and of Unionists end having estimated to the best of their ability the reality end duration of each to decide whether opposition to their proposals is likely to prove to or whether it will yield to the accomplished fact. It is only if they their own position as being thatof a judicial body and approach the issues in the spirit of judicial impartiality that success is likely to crown the endeavour. Against the united chorus of Irish criticism which is certain to meet any proposals for a real compromise there is only one sure defence. It im the inherent justice of the scheme and that scheme- can only be just.

if it is based on a true estimate of- Irish character. It is easy enough to discover what the politicians say it a far more difficult matter to discover what Ireland really thinks. The more profitable research for the Committee who are dealing not merely with the Ireland of to-day with the Ireland of many tomorrows is the psychology of the people rather than the pronouncements of the political readers. Perhaps. if the Committee go to the root of the Irish question.

they may discover that it is the immediate evidences of British domination that irk rather than those less obvious and more remote. Perhaps they may find that the demand for international status formulated by Slim Fein is a mistranslation of the real spirit pf the people by visionaries end idealists rind that the popular support which the new policy enjoys is the resijlt of its forts to prove Irish capacity for the control of Irish affairs rather than of the further flights of its programme. Perhaps they will gain assurance that if they declare judgment without fear or favours they will do much to re-establish the prestige of llritisui justice in Ireland end to create at least a truer understanding between the two coon. tries. There are these possibilities.

The misconception that England. and especially the present Government is or enmity against Ireland at the root of British fooling in that country. It Is the enormous responsibility of the Cabinet. Committee to prove tin contrary. It may be impossible in justice to to satisfy the full demand of Nationalists but it possible to convince Ireland that.
