The Regimen Danville, May 26.1977 Eight Men Die In Fire At New York Bathhouse HASTY DEPARTURE Several guests from the Everard Baths in midtown New York complete their dressing as fire, routed the occupants of the building. At least eight per- sons died in the blaze and more than a dozen were injured. The search for victims will continue. (APWirephoto) NEW YORK (AP) Nine men died Wednesday after flames and smoke enveloped a 7 0 a a frequented by homosexuals, about six blocks south of the Empire State Building. Fire officials said the oc- cupants of the four-story structure housing the Everard Baths had tried unsuccessfully to fight the fire themselves.

When firemen arrived shortly after 7 a.m. flames were roaring through two floors of the building. An unreported mattress fire about an hour earlier was suspected of being the cause. The bathhouse was par- titioned into cubicles, where facilities were provided for patrons to spend the night. The bodies of eight men were found in the building, and a ninth man died later in a hospital.

More than a dozen persons were taken to hospitals; one was in critical condition. Two firemen also required hospital a inhalation. One of the survivors, a 26- year-old actor, declared bit- terly that the city allows hazardous conditions to exist a are given a certain amount of liberty in New York City and most of that is to hang out in sleazy sorts of low places that are sub- standard. At a straight health spa you wouldn't have rooms partitioned halfway up the walls so the fire could spread," said the actor, Michael Rhone of Manhattan. Rhone described the scene as a "thick, smoking hell, but the people were very together.

No one went crazy or haywire." FLAMING BATH Firemen, left, fight the flames from adjoining building as the upper floors, which eventually collapsed, are engulfed in fire at the midtown New York sauna bath and rooming house. The owner of the Everard Baths said; The flames were brought by 200 firefighters after about 1'A hours, but Fire Commissioner -John O'Hagan pulled his men back from searching for bodies for fear that the weakened, partially collapsed structure might come down on them. He said a search for bodies would continue using a crane to pick at debris. "We now have the job of searching 135 cubicles," he said. The owner of the baths, Ir- ving Fine, 62, estimated that between 80 and 100 customers were in the building, but an exact number was not deter- mined immediately.

Deputy Chief Fire Marshal John Barracato said sign-in procedure at the for-men-only establishment was "informal or nonexistent." Customers were charged $7 for 12 hours for a by 4-foot 'Based On Whether Person 'II Work System Planned WASHINGTON (AP) The Carter administration is tentatively planning a new welfare system that would classify poor people on the basis of whether or not they are expected to work, HEW Secretary Joseph A. Califano said Wednesday. Those expected not to work, the aged, disabled and single parents with young children, would be given a single cash payment by the federal government which the states or local government could supplement if they wished. A typical federal payment for that group would be $4,200 for a family of four, at least as high as what the government now pays welfare families in cash or food stamps. The stamps would be abolished under the new system.

Those' expected to work would be eligible for public- service jobs at the minimum wage and would receive cash supplements to help raise them over the poverty line. A family of four in that group could receive up to $2,300 in addition to wages. As explained by the HEW secretary, the welfare reform plan outlined in broad terms by Carter on May 2 is beginning to take shape, although some changes before the proposal goes to Congress in August. Some details of the plan, such as the definition of young children, are still to be worked out, Califano told reporters. And he emphasized that the figures are tentative and likely to change as officials of the a of a Education and Welfare, the Labor Department and the White House discuss the im- pact of the proposal with state officials and congressional leaders.

Califano said the plan is designed to reward those who work by insuring that they get more money than those who don't. Those who are expected to work but who don't would not make as much as those not expected to work. The plan also provides in- centives to encourage people to take jobs in the private sector rather than public service jobs but envisions creation of 1.4 million public service jobs in the hope of providing em- ployment for all those required to work and anyone else who wants to. Government Formulation TEL AVIV, Israel (AP) Likud bloc leader. Menahem Begin, hospitalized after suffering chest pains, resumed talks Wednesday on forming a new government after his doctor, pronounced him fit to serve as prime minister.

Dr. Shlomo Laniado of Ichilov Hospital said the ailment which sent Begin to the hospital Monday was not a new neart attack but pericarditis, ah inflammation of'the heart membrane. He said Begin "will not be limited in his capacity to perform his duties' as prime minister." "1 have advised him to cut down his vigorous activities and overcrowded schedule," Laniado told a news con- ference. "That is good advice for any man of his age and position, even if no heart at- tack were involved." The 63-year-old Begin, whose won the May 17 a i a a i suffered a heart attack in March. Laniado said Begin has been moved from the intensive care to a private room and will be released Saturday.

After receiving Laniado's endorsement, Begin met with his personal Kadishai, for a briefing on the status of coalition talks with other parties. Kadishai told reporters Begin "was pleased with the report on coalition talks, but still has not returned to full political activity." Elsewhere, Rabbi Alexander Schindler of Westport, a a i a of American Jews, warned "there is a possibility" the United States might change its policy toward Israel if Begin continues his opposition to returning any of th'e occupied West Bank of the Jordan river. Rabbi Schindler, president of the Union of American Hebrew Congregations, told reporters he had come to Israel to brief Begin and other Likud leaders on "the attitudes Jews toward a new govern- ment," Save on Armour's Vienna or flavor-rich Potted Meat.
