Panama CMy, Wednesday, January 10, 1978 Bannister Prize In Free Wgent Draft Today mv NEW YORK (UPI) Alan Bannister, a hot-shot shortstop out of Arizona State University, selection in major league IS exported to be the No. 1 baseball's annual winter free agent draft to be conducted here Wednesday. The Philadelphia Phillies, on dubious basis of having compiled the worst won-lost precentajie in the majors last will make the first selection in the regular phase I of the draft. And despite one of 'thoir few luxuries being the presence of Larry Bowa at shortstop right now, the Phillies are e.xpocted to go for the lughly-rcgarded Bannister. I "From 11 we can gather off our scouting reports, Bannister I comes pretty close to being a major league player within a year," Pliillies' general manager Paul Owens said earlier this week.

After the Phillies make their pick, Texas, which finished with the worst record in the American League, will draft next, followed by San Diego, Milwaukee, San Francisco alternating between leagues all the way up to the woi'ld champion Oakland A's, who will draft last. Bannister, who was selected in the first round of the 1969 draft by the California Angels, played under current Angels' manager Bobby Winkles at Arizona State and again in the Pan American Games two summers ago. The 21-year-old California native was also the victim of a freak accident last summer on the Baseball Federation tour of Japan. In that tour. Bannister, while making an off-balance throw to first base, struck and killed a baserunner with the ball.

But from all reports of the major league Ecouts, the incident failed to have any effect on his play thereafter. In the secondary phase Cthose players who were selected in last year's two drafts but elected not to sign professional contracts) quite a few familiar names can be not necessarily for their baseball prowess. Michigan State's 6-5 All America fcxstball safety Brad Van Pelt is regarded as one of the best righthanded pitching prospects in the country and also on the list is Mike Siani, the Oakland Raiders' wide receiver, who was drafted by the New York Yankees as a shortstop a year ago. Richard Ruthven, a right- handed pitcher from Fresno State who turned down the Minnesota Twins in last June's spring draft, is expected to be the top pick in the secondary phase. In that phase, determined by the luck of the draw, the Phillies will again select first and Texas will again get the No.
