They found a week or two ago that the applications for favcT were quite s numerous as they were ready to meet but recently this has ceased to be the cast. Something of a surplus is cow accumulating but. rates nave not been ected as there is no expetta tion that th lull is anything more than tem porary one. Business generally seems quiet and will probably remain so till the exciteient and un certainty of the Presidential election are things of the t t. Kates of discount are 810 per cent at the banks to regular customers. On the street rates re 8 per cent and upwards. The offerings of pa per are email. New York exchange is not so freely offered but It is stfll quoted at 75c@LOO per SI 000 diicount. The clearings were 3400000. TEE STOCK MARKET. The belief that rates are to be raised by the trunk lines etm aCte the Kew York stock market. Prices have advanced end buyers are bolder and genre numerous. TKZ inrw TORE SAVrXGS-BAXE ZXAThR. Supt. Ellis of the iew York Bank Department baa sot gained any ground by his reply to the charges ofTlttceier Best of the Mechanics' and Traders' Savings-Bank. Mr. Best shows that the deficiency in the bents assets was never made good notwithstanding Mr. Ellis' assertion that that had been done to his satisfaction by the Trustees. lie proves that Supt. Ellis was per. sonally acquainted with the condition of the bank although the Superintendent now denies all suet knowledge. When the Examiner Reid re ported a surplus of 8233118 there Was in truth deficit of 30682336. Mr. Best concludes by showing that under the new Savings-Bank law the Superintendent ban abundant power to close the bank a year ore it failed and that he not only did not do so but by his personal efforts prevented the appointment ox a Receiver in the spring of 1875. The leading produce markets were moderate active yesterday and steady the irregularities be hug chiefly in the volume of business tranoacte There was more doing in provisions and othe markets were disposed to quietness. There wz an utter absence of news about the war question other than that couched in the repeat of a forth advance in British consols and a tendency to low price in wheat In England. Indeed. for two da past the situation in the Old World has eeemed be much less imported as a subject of remark than the Sullivan trial. Thursday it was the en growing theme. Yesterday it was extensive talked of but not quite so forcibly. The movement of grain towards this city appea to have fallen to very moderate dimensions for Ut part of the year but still somewhat exceeds U shipments. We note however more wheat mo' ins out on Thursday and more extensive arrange encore yesterday for taking out corn both torn ins a relief to the hitherto tiresome monoton of a continuous piling up of stocks with lilt prospects of a change. Lake freights are ve low and ought to tempt shippers to operate there be any eign of a demand for the property It seems scarcely possible that present low rat can be sustained after next Tuesday. when in creased insurance charges will be imposed and vessel-men will probably prefer lying up for the winter to accepting the enhanced responsibility unless shippers are wilting to offer a greater in ducement than now. Dry goods met with a fair demand at prices show ing little or no change from the quotations given at the beginning of the week. Prints drills ticks and one' or two other lines were somewhat unset tied but the general market had a steady and firm tone. The grocery market was without imports new features. Coffees and sncaM were exceeding 13. firm and the quotations of the latter were ad canted an J c- New Orleans molasses of the crop of 1876 U now arriving and the price of old is off TeaseontiEne in fair demand at steady figures. No changes wore apparent in the butter Slid cheese' uarkets. Dried fruits were generally steady. The exception was old layer nu ns which were offered at uc decline. The Cab market was firm for all kinds while lake cured were hlshcr. No. 1 whittleS being held at 425 and trout t 5375. Oils were unchanged excepting turpentine the price of which was advanced to 40c. Coal wood leather paints tobacco- etc. were without quotable chance. Ct the yards a fair business was being done at unchanged prices some dealers who have heavy stocks axe shading prices but the disposi tion to close is not general. Dealers look for small receipts hereafter. Nothing was offered at the wholesale market. The wool uarket was fairly active and firm. corn bides and were unchanged. Seeds were steadier bring wore active and flour was firm in sympathy with the Eastern markets. Prairie hay was is bet ten request for shipment and other grades were quiet. Poultry was dull except geese and easy. Eggs were firm. Lake freights were more active and about c per be lower. at 4e for corn and 4J e for wheat to Buffalo. The recent advance in the price f wheat has brought millions of onshels to the river towns for shipment East. The railroads cannot furnish cars to transport all the grain offered for shipment and all the roads lead- in seat from Atchl son refuse to accept any kind of freight for points oust of St. Louis or Chicago. The elevators mills granaries and bins of the smaller dealers are filled to their capacity and they refuse to accept more. The blockade instead of being at Chicago has been transferred to the Western towns. and railroads tributary to them from the West refuse to carry grain until the blockade is raised.
