Taeaa From Any Blame Attorney a Campbell and ten of the leading Chinese merchants repre senting the 8e Tap Society returned from Washington yesterday bringing a confirmation of the dispatch from Washington heretofore published in the Chronicle regarding the deposition of Conoul General Fung Tung Heng and Vice Consul King Owyang The party left this city about fly weeks ago and after reaching Wash ington experienced considerable difficulty to approaching the Minister Fung Tang Heng and King had preceded them and it is stated that it was due to their influence that so many difficulties were thrown in the way of the See Tap merchants As soon as they arrived Campbell wrote a letter to Minister Tang Tu asking an audience No answer wa received After waiting three or four days he called at the Legation and sent in his card but the Minister refused to see him Campbell then called on ex Secretary of State Foster counsel for the Chinese Minister and stated the case to him Fester used his State and she would doubtless prefer that this story should be told of Eugenie Flora Howell So far as the story relates to the woman there is little to add to what has been already told Alslp is possession of a receipt for 1500 for legal services written and signed by So rimer who denies any connection with the affair George Bchell demonstrates that he had no connection whatever with the affair He was at one time a partner of Morgan A Seriv ner but he dissolved It before the Maybon woman became Morgans client The Chronicle to in possession of copies of the contracts powers of attorney bills and documents forming a part Of this most remarkable conspiracy but there is another story to tell the story of Morgan of forged decrees of divorce whereby men and women gained a supposed freedom to wed again forged notes mortgages and bogus deeds a story of criminality remarkable chlefiy because the criminal has so long befooled the law For over twenty years Morgan has alternately played the roles of honest man and rogue but until his last exploit haa managed to escape prosecution His immunity from punishment hitherto has been due mainly to the loyal efforts of hit divorced wife Mar garetta who sacrificed to the last dollar her individual belongings to square ac counts for him while he was a fugitive from justice Mrs Margaretta Morgan has become known to the public as No 2 but facts are coming to light that show her to be entitled to be called No 1 It having developed that the first Mrs Mor gan so called was not so by virtue of any legal marriage The void In this respect was covered by a certificate of marriage forged by Morgan in order to give a respectable color to his relations with Nellie Horton a woman for whom he had previously procured a decree of divorce At mat time ne was Known as Morgan Lowell Morgan which was the name bestowed upon him by his parents He was a young lawyer practicing in San Francisco but be cause of his relations with the Horton woman he became a defaulter for 1800 and fled changing his name to Everard Milton Morgan He located in Mon leray county and by Industry and application built up a considerable practice unidentified as the San Francisco defaulter He became the deputy district attorney and married Miss Margaretta Williams August 2 1877 at Slacks canyon Monterey county representing to her that he had been previously married but that be had been divorced from his first wife at Vlsalia The decree which he displayed in proof of this Is now believed to have been a forgery He had three times sought the hand of Miss Williams and had been three times refused but finally he appeared with a document purporting to be a marriage license and pleaded that she Join her Ufe to hit She yielded and for nearly twenty years she endeavored to make an honest man of him loyally keeping his secrets defending his name for their childrens sake and endeavor ing by every means In her power to re pair the damage he did to others All the while she knew that her consent to wed him had been gained by a trick and that the marriage license exhibited to her had been but a forgery though the one under which the marriage had been performed was genuine The young lawyer prospered His wifes estate gave him funds where with to operate At one time In Kings burg Fresno county he ran a planing mill a hardware store a law aad real estate office and was also deputy postmaster and a candidate for the State Assembly He was prospering and so he negotiated with the San Francisco people whom ne Bad victimised and squared accounts and for the first time in eight years communicated with his own family But prosperity was too much for him He wanted to climb faster He needed money to branch out and helped himself to 3600 of the funds of the Kingsburg Irrigation Ditch Company He forged the name of Hodges for 1200 and after deed Ing certain property to his uncle George Powell without the tatters knowledge forged and execution of the plot against Alslp he was practicing other frauds One of his favorite plana was to procure cheap divorces quickly After filing a petition and making a bogus return of summons and having gone through the form of taking testimony he would palm off upon his client a forged Instrument purporting in be a decree One of the victims of this fraud was Mrs A Collins She was about to be married again when she accidentally discovered the fraud that had been put upon her By threats of exposure and prosecution she Induced Morgan to prosecute her suit to final issue and obtained from him a genuine decree Other Instances of similar frauds are mentioned A Mrs Mutgrave was swindled out of a small sum by a similar petty game A Mrs Schumaker gave him U000 to deposit In court In a suit for the partition of an estate The money never got beyond his pocket His Vic tims are too many for enumeration The Alsip Maybon blackmailing affair was the last straw upon the conscience of his already
