August 6 Special It evidently is the desire of the democratic executive committee of Dough.

erty county to discourage republicans from voting in the county primary and the point is made by some local critics that in going beyond the rules of the state committee the county committee exceeded its authority. But the county committee stands pat on what it has done. Some members were in favor of enacting an even more drastic rule than was adopted but receded from their position after considerable debate. The brief rule finally adopted is as follows That no person shall be permitted to vote in said primary un. less he or she is a valid member of the democratic party in both state and national politics and that the art of voting shall constitute such pledge.

The rule will bar from the primary a good many republicans who vote for their party nominees in national elections but have been democrats in local contests for years. For the first time members of th. county committee will be elected at the primary to he held September 13. Hitherto they have been selected at a mass meeting held every two years.
