The suggestion heard in Hazleton that the mines be used for shelters if air raids occur was declared impracticable by Harry W. Montz, Wilkes-Barre mining engineer who is a former Hazletonian. This shelter plan was brought up at a meeting of the County Defense Council at the county seat and Montz pointed out that large numbers of persons couldn't be taken into the mines speedily and that damage to the enginehouse, shaft house, tipple, head house or other hoisting points would make it impossible to get persons from the mines or lower them into the workings. Following a discussion, in which it was pointed out there are few colliery buildings substantial enough to withstand bombing, the suggested use of mines was laid aside as im-practicable. County Commissioner Herman Kersteen proposed a survey of population centers, with the thought of making air shelter areas as small as possible so large groups woujd not ccngregate in times of raid.
