In support of their position that the old old-fashioned ties are the only kind to be. used the merchants declare that wire will cut through the bagging and that It will not make a good bind ng cord. The tnat every cornpresser who ships cotton abroad will insist on lng the bales with the old- fashioned ties and that he wilt deduct from the pr ce paid for cotton the expense.

Another argument against tl plan proposed Commissioner Nesbitt is that the farmers make a good di il more by using the old fashioned ties for the reason that the are paid for the entire weight of the bale. bagging and ties included at the net price of cotton.

As there are nine pounds of ties on a bale of cotton. and if cotton brings 6 cents a pound. the return to tin farmer would be 54 cents whereas the ties used on the bate onl cost him. 30 cents. The difference would be a ga of 21 cents a bale to the farmer.

On the other hand. tl three pounds of wire necessary to the tale would cost 14 cents and the three pounds at 6 cents the price of cotton would bring the farmer back 18 cents. The difference being a gain of 4 cents. It will be seen that under these circumstances the farmer makes 20 cents more on ever bale tied with the teet tie thin he does on those tied with wire. Farmers Up in Arms.

Commissioner Nesbitt was not In Allan. ta yesterday and could not be seen In re ran to his letter. He has received many letters of protest against the Increase. In the price of cotton ties and his letter outlines his opinions In the matter. The commissioner is of the opinion that since the farmers are In a.

better condition than they have been for zany years and will not have to buy more than 50 per cent of the provisions which they bought two years ago they can hold their cotton. The. department of which Mr. Nesbitt is the head has volunteered to give the matter a thorough Investigation and see if un substitute can be had for the steel ties. seems to be the most desir.

One hundred and seven men met in the Imperial theater last night and ratified the Neal ticket selected br the committee of forty at the clt hall Monday night.

The meeting was a quiet one and devoid of special interest. Captain W. D. Ellis presented the ticket to the meeting and Ills well worded eulogy of the different candl. dates brought a round of hand clapping each time.

Captain Kills was given close a tentlon being Interrupted only one time during his speech. That single interruption created the In ctdent of the meeting. Captain Ellis was eulogizing Mr. George W. Seiple.

A tall. bewhiskered citizen. who voice was good but whose speech was disconnected arose and said that as a member of the third ward" he desired to protest against the selection of Mr. Seipie as against Captain D. A l3eatie.

He thought the best Interests of the city demanded it 1 am essentially a Beatle man Mr. Chairman and I move he be substituted for Mr. Scple said the speaker. unsteadily Lhalrnan Neal ruled the objector out of order at that time and Captain Ellis proceeded after the meeting quieted down from laughter. Later the obstreperous ci Uen arose.

The crowd was not as large as the meeting which au. thorized Captain Neal to appoint the corn- nut tee at the same place one day last week. The size of the crowd was corn- welshed on by the Instigators of the meeting and they admitted that the audience was smaller than expected. Among those present were Police Commissioner C. George Terry Dr. Curtis and others. New Candidates in the Field. Several new candidates have entered the city race in the last day or two. The offlc al announcements are slo in coming out but the list is constantly growing.

Mr. H. A Boynton. the well known Alabama street merchant. Is in the race foil alderman from the south side.

11 yet he says that he Is lit to stay regardless of eny committee of forty or other committee of the kind. Mr. Boynton declined to allow name to be presented to the committee of forty and he will make the race before the voters In the primary. Mr. Boy nton said yesterday that he would not withdraw from the race.

said that he Is opposed to committees and that. he will either be elected or defeated on an In dependent platform belonging- to his fac lion or clique Mr. Boynton will be opposedvby Sir 1 Mitchell the nominee of the Neal crm mlttee of forty. In the first ward there are only two tic- thee candidates for council Mr Milt Camp and Dr. W.

Curtis. Dr. Curtis i the Neal ticket candidate. Mr. Camp declined to go Into the committee of forty caucus and he that he is in the race to stay.

Mr. IL M. Welch of the second ward. has been considered a candidate for some time. He has just announced officially that he- Is In the race.

He was formerly in the council from his ward and he has a splendid record to point to. In the third ward Mr. Thomas L. Bishop and Mr. Geoifce Beauchatnp are practically in the race for council They will oppose Mr.

George W. Sciple. who is on the Neal ticket. from that ward. Mr.

A. LeSuer is also in tie race and will run It out. In the- fourth ward the only active candidate Is Mr. George Howard. He is the Neal ticket nominee In the fifth ward Mr.

C. Glass and Mr. Joseph Lambert are out for council They will oppose Dr. L. P- Stephens who is on the committee of forty ticket.

In the sixth ward Mr. Frank Hoyle is in the field and he will oppose Mr. C. Peters the candidate of the committee ticket. Small Boy Bound Over.

Joe Brown a negro boy. was- tried before Justloe Bloodworth yesterday afternoon for being implicated In the. Trio Steam Laundry robbery. which took. place sometime ago.

Three other negroes were ar rested and bound over on the same charge and were witnesses for the state against Brown. Brown was bound over to the. city criminal court. cu" Tax Receiver Armistead Busy Consol idating the Ta BetuTU3 to Order That a Bate Mtty Made. These are busy days for Tax Receiver Armlztead.

The tax books that have been open since the tint of the spring are being rapidly closed. and unless the delinquents hurry with the return of their propellY to the tax receivers office the list will be made complete and the. books will be closed for the year. Under a resolution passed a few weeks ago by the county commissioners all de- lJiqtatts will be double taxed. aUd a lay of a few days may cost them as much as the assessment was at the beginning of the year.

Mother reason for the rush In. Mr. Armistead office is attributed to tile fact that the commissioners are walling tar the con- solldatlon of the. tax returns in order to the tax rate for the ensuing year. This cannot be done until the tax receive books are closed and all the footings made and extensions run out.

These totals are then consolidated by the comntssicne and the amount of tax to be received and the amount or expenses to be met are weighed in the balance togetrer and It is easily seen how much each tax payer roust furnish toward defraying the expenses of the county A special meeting of the corn- mlssloners will be called for this. work and It will probably be about the middle of August before the rate Is fixed. We are working to consolidate the re turns and get the books together said Deputy Castleberry yesterday. There is no way in which to tell the day we will close the books as It Is. a difficult task to measure the work that Is before us.

It will not be long. however. for we are succeeding admirably In the work. Opposed to the Third Division. The board of county commissioners meets this morning at 10 o'clock In the office of Mr.

Anton Kontz clerk of the board. Nothing but routine matters are booked to come up for discussion and there are no matters or a sensational nature on the slate. After the regular monthly pay rolls are passed up and the bills ordered paid the commissioners may discuss the consollda tion of the tax returns briefly but the bus ness pertaining to that feature Is to be transacted at a special session of the board next week. Commissioners Meet Today. The third division of the city court.

which has been proposed by a number of lawyers of the Atlanta Bar Association has met with opposition from the county commls. sloners on account or the increased cost to the county. The commissioners say. the county Is now spending a very large sum of money annually for the maintenance of the courts and It the tax rate is to be lowered which the people demand the third division must pass for the present. The opinion of the commissioners on the subject is that the county has enough courts rtow fl If the litigation has increased to the extreme claimed the courts should be made to sit longer and oftener in order to dispose of all the cases on tint dockets THREE YEARS' IN SENTENCES.

George Cody was convicted of stealing a pair of pants tram a Decatur street clothing house. The pants were got at a bargain.

but the prisoner was asked to pay 50 for his pants yesterday. He did not have the amount necessary with which to secure his release and he will work in the county gang for six months. Tnree ooxes of cigars stolen from a Russian Jew were traced. to Zebb and notwithstanding the fact he said he puichased them and paid for the goods he was given a fine of 50 or six mcnths. A South had a coat stolen from htm several days ago and the police arrested John Harris for the theft Harris was placed on trial yesterday and denied his guilt.
